For decades, nations were forced to develop next-generation fighter aircraft entirely independently, as military secrets were considered too important to share with other countries. As a result, the US government was at times hamstrung by the difficulties involved with producing independent fighters without financial support from allies throughout the development process, which limited the economic risks manufacturers were going to take.
