he Victorian Auditor-General revealed a hidden ‘rail improvement charge’ approved in 2021, projected to raise $8 billion by 2062, mostly for the Suburban Rail Loop, without public mention in fare announcements.

Carroll, who was Public Transport Minister at the time and later reviewed it on the budget committee, vowed to abolish it for lacking transparency and accountability.

He dodged questions on when he learned of it, drawing criticism from radio hosts and opposition leader Jess Wilson, who said he was ‘only sorry he got caught.’ The move comes as transport department head Jeroen Weimar steps down.
