Poland’s largest infrastructure project, Port Polska, formerly known as CPK, and the city of Kielce have signed a letter of intent to develop an intermodal freight terminal in Obice.
The site will cover 25ha. Potential destinations include the Benelux and Baltic states, as well as Ukraine and Asia, Port Polska said. “The terminal may also be important for handling cargo in the eastern direction, including trade with Ukraine and transport on routes connecting Europe with Asia,” the company added.
The facility will be strategically located between Warsaw and Kraków, Poland’s two largest cities. However, it is not yet clear how long construction will take or how much the terminal will cost.
Port Polska’s Centre for Transport and Mobility will work with the city of Kielce to analyse the investment’s impact on existing transport infrastructure. “The final model for the terminal’s implementation, its financing, and the schedule will be determined in subsequent stages, based on the results of the analyses.”
Focus on passenger transport
Port Polska was rebranded from CPK (Centralny Port Komunikacyjny) at the end of 2025. The overall project is expected to cost around PLN 130 billion (€31 billion). Roughly one-third of the budget will go towards the construction of what will be Poland’s largest airport. The remainder will be used to build the planned ‘Y’ high-speed rail network, linking Warsaw with Łódź, Poznań and Wrocław.
So far, the plans for the airport and high-speed rail network have focused largely on passenger transport. The agreement with Kielce represents one of the first significant steps in Port Polska’s development of logistics and freight services.
Before the letter of intent, the area south of Warsaw was not included in Port Polska’s plans. The proposed rail terminal would further expand the project’s reach into freight and logistics.
