AtkinsRéalis, a world-class engineering services and nuclear company, has appointed Justin Norman as Managing Director of its Transportation business for the UK and Ireland, with immediate effect.
A Chartered Engineer with a background in civil engineering, Norman has been with the business for more than 20 years, joining Atkins in 2003 and progressing through senior leadership roles across the UK, Ireland and Europe. He was appointed interim Managing Director of Transportation in April 2026, having previously served as Nuclear and International Growth Director for the UK and Ireland, as Managing Director of AtkinsRéalis’ Europe business and – before that – Managing Director of the company’s Ireland Business.
As Managing Director, Norman will lead a team of more than 2,000 people with expertise spanning the rail, highways, local transport and maritime sectors. AtkinsRéalis’ transportation services range from strategic consultancy and planning through to detailed engineering design, digital transformation and operations support, addressing challenges from sustainability and integration to place-making and regeneration.

Norman succeeds Colette Carroll OBE, who has been appointed Global Market Lead – Rail for AtkinsRéalis.
The largest engineering consultancy in the UK and Ireland, AtkinsRéalis’ work across the transport sector includes major rail programmes such as Northern Powerhouse Rail, the £10.7bn Transpennine Route Upgrade and East West Rail, as well as a portfolio of highways schemes, including supporting the design of the Lower Thames Crossing and operating and maintaining the M25 through Connect Plus Services. It also delivers local transport projects such as the £5bn redevelopment of Liverpool Central station and provides strategic consultancy across the sector – including on National Highways’ £27bn Third Road Investment Strategy, supporting partnership working between Mayoral Strategic Authorities and Great British Rail and working with National Rail and globally on rail operations and timetabling.
