- Community and Precinct Funds: The SRL Community Projects Fund will stop after the current round, and some future precinct works will be scaled back.
- Agency Merger: The standalone Suburban Rail Loop Authority will be abolished and absorbed into the Victorian Infrastructure Delivery Authority (VIDA) next year to reduce administrative duplication.
- Independent Review: An independent technical review is ordered to find another $1 billion in savings, with no new major contracts awarded until it finishes (though current construction and tunneling works continue).
