While the United States has maintained an extensive fleet of aircraft carriers throughout its modern existence, the Soviet Union (and later the Russian Federation that succeeded it) has never maintained extensive carrier observations. For starters, the United States Navy operates more than a handful of aircraft carriers, which serve the important purpose of operating as mobile launch platforms for fighter jets and other support aircraft.
