International Airlines Group (IAG) CEO Luis Gallego believes that London Heathrow’s planned third runway could be “empty” due to excessive charges to airlines. The cost of developing a third runway at Heathrow is estimated at almost $28 billion, and the cost would likely be passed on to airlines and passengers through higher airport fees.
