Why Are Some Of Embraer’s A-29 Super Tucanos Built In The US?

Over 260 Super Tucanos have been assembled in the three production facilities located in Brazil, Portugal (through the company OGMA), and the United States (in partnership with Sierra Nevada Corporation). Brazil manufactures its own Super Tucanos domestically and exports them to many countries. However, why are Super Tucanos also assembled in Jacksonville, Florida, and modified by Sierra Nevada Corporation in Colorado? Why doesn’t Embraer assemble all its Super Tucanos in Brazil and export them from there?
