Investigators are studying CCTV vision from Carlton train station to determine how a pram carrying twin two-year-old girls was able to roll onto the tracks.
Mr Scully said the Illawarra Rail Resilience Plan, which was funded in the latest state budget, will examine the rail connection, but he does not know what the project would cost.
“To get us out of our expensive, polluting cars, governments need to centre shared and active transport in all transport and land-use planning,” Rayner said.
