Thousands of public transport users are continuing to fare evade, costing an already debt-riddled Victorian government just under $12m in lost revenue per six months.
Buses will replace trains on sections of the Hursbridge line for three weeks in October, for North East Link works and maintenance between Heidelberg and Eltham.
The Victorian government and Conduent are reportedly in a legal stand-off over amendments to their contract, due to additional costs and technical work required for the upgrade.
