During the late 1960s, the Spanish Air Force was still flying many outdated piston-powered aircraft, including the three-engined Junkers Ju 52 and two-engined Douglas C-47. Badly needing to modernize its fleet of transport aircraft, the military asked Construcciones Aeronáuticas SA (CASA) to build an aircraft capable of filling many roles.
