KLM is based in the Netherlands, and so these 5th freedom flights connect cities outside of this country. To invoke 5th freedom rights, airlines must have permission from both foreign countries as well as the home nation, and flights only qualify when they are bookable, thus excluding technical or refueling stops where no new passengers are boarded. This means that KLM’s flights between Taipei and Manila don’t count!
