For the last 18 months or so, airlines and airports have had their sights firmly fixed on recovering to 100% of pre-COVID passenger levels, and in the main, most have reached that goal, however fleetingly. In the early months of the recovery, those countries with significant domestic markets did best, but in Australia, that early promise has stalled, with domestic numbers in Melbourne and Sydney yet to surpass 2019 levels.
