The plan, which forecasts more than 72 million passengers through the airport per year by 2045, includes a proposed redevelopment of the domestic precinct to link terminals 2 and 3, with space also added for international flights.
The incident on 9 August saw Virgin Australia flight VA555 from Sydney to Perth, operated by VH-IJQ, abort take-off after Qantas flight QF728 from Sydney to Ayers Rock Airport, operated by VH-XZH, began crossing the runway ahead of it.
