{"id":82962,"date":"2024-07-09T12:01:25","date_gmt":"2024-07-09T02:01:25","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=82962"},"modified":"2024-07-09T12:07:54","modified_gmt":"2024-07-09T02:07:54","slug":"jacinta-allans-message-is-clear-melbourne-airport-has-missed-its-chance-to-fast-track-rail-link","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=82962","title":{"rendered":"Jacinta Allan\u2019s message is clear: Melbourne airport has missed its chance to fast-track rail link"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Speaking from a suburban shopping mall turned construction site in Melbourne\u2019s east,&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/jacinta-allan\">Jacinta Allan<\/a>&nbsp;made clear where her priorities lie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWorks are powering ahead here,\u201d the premier told reporters in Box Hill, the site of one of six new stations in the government\u2019s&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/2022\/aug\/18\/digging-in-matthew-guys-gamble-on-scrapping-victorias-suburban-rail-loop\">electorally popular<\/a>&nbsp;yet&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/2022\/aug\/18\/daniel-andrews-wont-confirm-125bn-cost-estimate-for-victorias-suburban-rail-loop\">contentious and expensive<\/a>&nbsp;Suburban Rail Loop (SRL) project, on Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s exactly the project our growing city and state needs \u2013 particularly in the Suburban Rail Loop East corridor.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was a not-so-veiled dig at the operators of\u00a0<a href=\"https:\/\/www.theguardian.com\/australia-news\/melbourne\">Melbourne<\/a>\u00a0airport, who late on Sunday night informed her via text message they would be dropping their opposition to an above-ground station at the airport.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following morning \u2013 after the airport\u2019s chief executive did the rounds on breakfast radio \u2013 Allan\u2019s office received a letter confirming their position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter, Guardian Australia understands, also made clear they hoped the project would be fast-tracked and completed by 2030 \u2013 in time for the opening of its third runway.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State government sources are quick to point out the airport\u2019s plans for a third runway are still being considered by the federal government, and perhaps was the impetus for the operator\u2019s \u201ccompromise\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the timing could not be worse for the premier.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In May 2023, the state government paused early works on the rail link to the airport, as their federal colleagues conducted a review of infrastructure funding, blind-siding some state MPs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A year later \u2013 and despite being given the green light from their federal counterparts \u2013 the state\u2019s budget&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/may\/07\/victorian-state-budget-2024-airport-train-delayed-and-sick-leave-for-casuals-scrapped-in-bid-to-rein-in-debt\">did not provide any funding for the project<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The treasurer, Tim Pallas, said he expected the station would be delayed for at least four years, citing the impasse with the airport operators. (The state government wanted a cheaper station above ground while the airport insisted on constructing a costlier one underground.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, Pallas&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/may\/08\/victorian-treasurer-threatens-to-consider-train-station-for-avalon-amid-dispute-with-melbourne-airport\">threatened to build a train station at Avalon airport<\/a>, which is closer to Geelong, describing Melbourne airport as holding the taxpayer to \u201cransom\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It got so messy between the two parties that a mediator was appointed by the federal government, who&nbsp;<a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/jun\/27\/melbourne-airport-train-rail-link-mediation-tullamarine\">last month delivered a report<\/a>&nbsp;recommending the station be built above ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Allan on Monday said the airport had missed its chance to fast-track the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe consequence of the unreasonable position that has been taken for a number of years now is that this project has been delayed by four years. That\u2019s the simple fact,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said when the federal and state governments had each committed $5bn to the project in 2019, they had set the \u201cvery aggressive timeline\u201d for it to be completed in 10 years<strong>,&nbsp;<\/strong>and that could no longer be met.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Allan said Melbourne airport had also \u201cadded another unresolved issue into the mix\u201d by stating it was seeking compensation from the federal government for land acquisition.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\" id=\"5cbdb4d0-8930-403f-9ff7-77392e9c6097\"><img loading=\"lazy\" decoding=\"async\" width=\"445\" height=\"267\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/07\/image-49.jpeg\" alt=\"\" class=\"wp-image-82963\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/07\/image-49.jpeg 445w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/07\/image-49-300x180.jpeg 300w\" sizes=\"auto, (max-width: 445px) 100vw, 445px\" \/><figcaption class=\"wp-element-caption\">A map of Melbourne\u2019s proposed Suburban Rail Loop.&nbsp;Photograph: Australian government<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">As the government paused the airport, it went full throttle into SRL East.
