{"id":73960,"date":"2024-06-27T13:44:50","date_gmt":"2024-06-27T03:44:50","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=73960"},"modified":"2024-06-27T13:44:58","modified_gmt":"2024-06-27T03:44:58","slug":"v-line-passenger-numbers-are-up-but-failure-to-deliver-extra-services","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=73960","title":{"rendered":"V\/Line passenger numbers are up but failure to deliver extra services"},"content":{"rendered":"\n<p>The year&#8217;s coldest morning has not deterred the commuters huddled in the early morning fog at Ballarat train station.<\/p>\n\n\n\n<p>Most of them will tell you there are more people on regional trains since fares were lowered in 2023, and statistics provided by V\/Line support this.<\/p>\n\n\n\n<p>According to V\/Line, overall passenger numbers increased by 22 per cent across the state when comparing the first quarter of 2023 \u2014 the last three months before the fare change \u2014 with the same period in 2024.<\/p>\n\n\n\n<p>Chatting to passengers as the train rolls through green hills between Ballarat and Bacchus Marsh, a few themes emerge.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"862\" height=\"575\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-74.png\" alt=\"\" class=\"wp-image-73964\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-74.png 862w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-74-300x200.png 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-74-768x512.png 768w\" sizes=\"auto, (max-width: 862px) 100vw, 862px\" \/><figcaption class=\"wp-element-caption\">The western rail line, which includes Ballarat, saw a significant passenger increase in the first three months of 2024.<em>(ABC News: Rhiannon Stevens)<\/em><\/figcaption><\/figure>\n\n\n\n<p>For some, the fare reduction \u2014 which in some parts of the state lowered an adult fare by as much as $35 per day \u2014 has prompted them to take the train.<\/p>\n\n\n\n<p>Bhavya, who did not want her surname published, is new to catching V\/Line.<\/p>\n\n\n\n<p>&#8220;I started taking the train a year ago, once the government reduced the fare; before that I used to drive,&#8221; she said.<\/p>\n\n\n\n<p>But she only catches the train one day a week.&nbsp;<\/p>\n\n\n\n<p>On the other days there are no connecting services for where she needs to travel, so she drives instead.<\/p>\n\n\n\n<p>For high school student Arabella, who relies on public transport to reach her school in Melbourne, the fare change came as a relief.<\/p>\n\n\n\n<p>&#8220;Sometimes I didn&#8217;t tap on \u2013 fare evasion \u2013 but it&#8217;s because it was getting more expensive last year,&#8221; she said.<\/p>\n\n\n\n<p>She says now the fares are lower she taps on.<\/p>\n\n\n\n<p>Teacher Jonathan Brown, who travels from Ballarat to a school in Bacchus Marsh says the train is a more affordable option.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"862\" height=\"575\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-73.png\" alt=\"\" class=\"wp-image-73963\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-73.png 862w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-73-300x200.png 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-73-768x512.png 768w\" sizes=\"auto, (max-width: 862px) 100vw, 862px\" \/><figcaption class=\"wp-element-caption\">Michael Quinlan says when the V\/Line services work as they should, it is a pleasant way to travel.&nbsp;<em>(ABC News: Rhiannon Stevens)<\/em><\/figcaption><\/figure>\n\n\n\n<p>&#8220;It ended up being the same amount of time catching the train to work; it&#8217;s half the price and when you can put up with the delays every now and then, it works out better,&#8221; he said.<\/p>\n\n\n\n<p>But several longtime V\/Line commuters said while the fare reduction was a nice surprise, the additional passengers sometimes led to overcrowding in the afternoons.<\/p>\n\n\n\n<p>&#8220;When the services run as they&#8217;re meant to, it&#8217;s really quite pleasant; it&#8217;s a much better use of time on the train than in the car,&#8221; Michael Quinlan said.<\/p>\n\n\n\n<p>&#8220;The worst situation is when they [V\/Line] only run three carriages [and] there&#8217;s been a cancellation \u2014 so it&#8217;s double the amount of people on half the size of train,&#8221; he said.<\/p>\n\n\n\n<p>It is even worse when bus replacement services fail to provide enough buses to cope with the number of passengers, Mr Quinlan said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"862\" height=\"575\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-72.png\" alt=\"\" class=\"wp-image-73962\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-72.png 862w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-72-300x200.png 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/06\/image-72-768x512.png 768w\" sizes=\"auto, (max-width: 862px) 100vw, 862px\" \/><figcaption class=\"wp-element-caption\">Overcrowding is an ongoing issue for many peak-time V\/Line train services.<em>(ABC News: Cameron Best)<\/em><\/figcaption><\/figure>\n\n\n\n<p>Public Transport Users Association spokesman Paul Westcott says weekends and school holidays have seen the largest patronage gains.<\/p>\n\n\n\n<p>&#8220;It\u2019s not much good attracting extra patronage to services that were already crowded if you don&#8217;t add more trains,&#8221;
