Rail freight can point to an extension of the reduced red diesel duty rate, while the wider railway receives a review of infrastructure costs and several regional investment commitments. The most prominent new rail development named in the Chancellor’s speech was Cardiff Parkway station, with £30 million (€35.9m) allocated to progress the project.

Although parts of the rail industry welcomed the Budget speech, delivered on 28 October in the UK Parliament, political commentators described a cautious package dominated by relatively small measures. The rail supply chain continues to seek an end to “stop-start investment”, with greater certainty over future work. While the Budget announced no new dedicated rail freight funding scheme, industry representatives recognised that the Government’s wider railway plans could support economic growth, jobs and connectivity.

Cautious welcome amid competing news

The Chancellor’s first Budget speech came amid competing headlines, including the appointment of Jude Winstanley as chief executive of GB Railfreight and the serious rail accident in Spain. For many industry insiders, the GBRf appointment of its new CEO (Jude Winstanley) was a significant development for the freight sector. Meanwhile, the wider economic debate centred on whether the Chancellor’s 98 individual measures amounted to a coherent programme for growth, or a collection of relatively modest interventions.

For his first budget as chancellor, John Healey makes the traditional presentation of the Red Box outside the door of his office. Image: © Kirsty O’Connor / No 10 Downing Street

For rail freight, the immediate result was limited. The Government extended existing fuel duty relief, but announced no new dedicated funding scheme to encourage modal shift or increase freight capacity. The wider Budget nevertheless included a review of rail infrastructure costs and investment in selected regional schemes. The industry’s response was therefore measured. It welcomed the direction of travel, but pressed for a more consistent programme of investment and delivery.

Rail freight receives a diesel duty extension

The Budget extends the existing 3.7p-per-litre reduction in industrial-use (so-called “red”) diesel duty until 1 July 2027. The Government says this will continue to provide relief to agriculture, rail freight and other fuel-intensive users. It is part of a wider extension of the temporary 5p-per-litre cut in main fuel duty, with the planned restoration and inflation-related increase deferred until July 2027.

For rail freight operators, the extension maintains an existing tax concession rather than creating a new incentive to transfer goods from road to rail. Its value will depend on individual operators’ fuel consumption and exposure to eligible fuel costs. With diesel prices remaining elevated, the measure offers some breathing space, but does not directly address other barriers to growth, including network capacity, terminal access and the cost of developing new freight facilities.

Infrastructure costs under scrutiny

The Government says it will launch a review of rail infrastructure costs, with findings due in six months. The review forms part of a wider effort to reduce the cost and time required to deliver major infrastructure projects – an obvious reference to HS2 costs. It could have implications for Network Rail, infrastructure contractors and suppliers, as well as the affordability of future investment. However, the Budget sets no specific savings target and makes no direct allocation to rail freight infrastructure through the review.

The UK Government budget signals an intention to more directly fund infrastrure projects. Image: © Network Rail.

The Rail Industry Association (RIA) welcomed the opportunity to build on the Government’s existing plans for the railway, while acknowledging that more progress is needed on innovative funding and ending boom-and-bust investment. Its chief executive, Darren Caplan said the priority now is ensuring continuity and certainty in investment. “A stable, long-term programme of work will give businesses across the rail supply chain the confidence to invest in people, skills, innovation and manufacturing capability,” he said.

Cardiff Parkway funding

The most explicit new rail development announced in the Chancellor’s speech was in the passenger sector. The Government is providing £30 million to progress delivery of Cardiff Parkway station. That may not be a direct rail freight measure, but it does suggest a willingness to bring projects into the Department for Transport’s Rail Enhancements Portfolio.

Elsewhere, the Budget confirmed more than £300 million for a variety of passenger-led projects (Leeds Existing Station Programme, Northern Powerhouse Rail, international rail services at Stratford International). These measures, however, should not all be presented as new project announcements.

Industry seeks a longer-term commitment

In the supply chain, there were cautious welcomes. “It’s great to see the Government backing rail upgrades like Stratford International,” said Andy Steel, managing director, at Scottish-headquartered engineers QTS Group. Steel called for the same approach to support upgrades and maintenance across the UK, including drainage, earthworks, vegetation and structures.

At the RIA, Darren Caplan also reiterated the need for greater private, third-party and local funding, alongside more consistent investment. The RIA intends to engage with devolved governments, regional leaders and Combined Authorities as they develop place-based business cases and investment plans. The Budget provides some continuity, but its direct offer to rail freight remains largely confined to the extension of existing fuel duty relief.

Despite a record number of individual fiscal measures, the UK Budget, delivered by Chancellor John Healey, offered few new incentives for the rail sector.
