The closure of an oil terminal at Robeston West, near Milford Haven in Pembrokeshire, will bring an end to one of the area\u2019s remaining significant rail freight flows. Operator Impala Terminals has announced that commercial operations will cease at the end of December 2026, after efforts to secure a new contract failed. The decision threatens the future of regular petroleum-product trains from a site that has played an important role in the development of rail freight in West Wales.<\/strong>

The terminal\u2019s closure will also mark another stage in the decline of rail freight from the Milford Haven area, where oil-related traffic has historically provided a significant source of railway business. The future of the terminal\u2019s railway infrastructure and the potential for other freight traffic to emerge remain uncertain.<\/p>\n

The end of an established rail freight flow<\/h2>\n

Impala Terminals confirmed that its Robeston West facility would stop commercial operations at the end of 2026. The company had been seeking a new contract but concluded that there was no viable economic alternative to closure. It cited the wider geopolitical situation, fuel-market economics and customer demands among the factors behind the decision.<\/p>\n

The terminal will then enter a demobilisation and decommissioning phase expected to last 18\u201324 months. Impala Terminals<\/a> has also begun reviewing potential future uses for the site, although no replacement activity has been confirmed. The announcement concerns the terminal\u2019s commercial operations rather than simply a decision to transfer its existing rail traffic to road. Its consequences for the railway infrastructure will become clearer as the closure progresses.<\/p>\n

A significant origin for petroleum trains<\/h2>\n

The Robeston site is part of a wider industrial and railway history centred on Milford Haven, whose deep-water harbour developed into an important centre for the petroleum industry. Refineries and associated storage facilities generated substantial movements of oil and petroleum products, with rail providing a means of distributing fuel to inland terminals.<\/p>\n

The railway serving Milford Haven connects the port area with the wider South Wales network. Dedicated branches served the Robeston and Waterston oil installations, although the Waterston branch became defunct in 1984. Robeston subsequently remained an origin for petroleum trains, linking the Pembrokeshire terminal with destinations elsewhere in Britain. The withdrawal of its traffic will therefore remove an established flow from a part of Wales where opportunities for rail freight are already limited.<\/p>\n

From Milford Haven Robeston to the Llangennech disaster<\/h2>\n

Robeston was the origin of freight train 6A11, which derailed near Llangennech<\/a> in Carmarthenshire on 26 August 2020. The DB Cargo UK-operated service was travelling from Robeston to Theale, in Berkshire, with 25 loaded tank wagons carrying diesel or gas oil. Ten wagons derailed, releasing approximately 446,000 litres of fuel and causing a major fire. The incident required the evacuation of nearby residents and caused extensive environmental damage to protected wetlands. The Rail Accident Investigation Branch subsequently identified a locked wheelset on the third wagon, probably resulting from a defect in its braking system, as the cause of the derailment.<\/p>\n

The railway was closed for months while damaged infrastructure and contaminated ground were dealt with. The accident brought national attention to a freight operation that had otherwise been a regular feature of the railway through West Wales. The impending closure of Robeston is unrelated to the findings of that investigation, but it will remove the origin of the service involved in one of Britain\u2019s most serious recent freight railway accidents. Earlier this year, Network Rail raised court proceedings<\/a> against the freight operator and rolling stock provider.<\/p>\n

Future for rail freight in Pembrokeshire<\/h2>\n

The loss of Robeston raises questions about the future of the railway\u2019s remaining freight potential around Milford Haven. The separate Waterston branch has previously been identified as a possible candidate for renewed use, although there is no confirmed evidence that regular freight traffic has resumed. Any revival would depend on an identifiable customer, suitable infrastructure and a viable commercial case.<\/p>\n

The wider industrial site also has potential uses beyond its present operations. A separate \u00a350 million hydrogen project proposed by MorGen Energy has been reported as unaffected by Impala\u2019s decision. However, its implications for rail freight have not been established. Whether the remaining infrastructure can support new industrial traffic will depend on future development decisions and the willingness of businesses to use rail.<\/p>\n

Milford Haven shows a wider challenge for Welsh railways<\/h2>\n

Despite efforts from within the rail industry to promote development, Robeston\u2019s closure comes against a backdrop of declining industrial freight activity in parts of Wales. While the end of one terminal does not necessarily mean that all freight movements from Milford Haven will cease, it removes an established source of traffic and leaves the area more dependent on finding new industrial uses for its railway connections.<\/p>\n

A collateral benefit, of sorts, may be manifest at Haverfordwest station, on the branch that also provides passenger services to Milford Haven. The Pembrokeshire Herald newspaper has reported that Network Rail may resolve a long-standing accessibility issue at the station. The withdrawal of freight traffic could mean that the station\u2019s passing loop becomes redundant, concentrating passenger services on one platform. The issue is separate from the Robeston closure, but illustrates the challenges facing railway infrastructure in the area.
