However, despite corroborating evidence, that generalisation is perhaps not universally justified. Even where it may be proved to be the case, the benefits may not be fully understood or appreciated.

That fundamental disconnect between communities and rail freight is part of the findings behind a report prepared on behalf of Transport for the North (TfN), the sub-national body which promotes interests in the North of England. The report examines how embracing rail freight can bring practical benefits to the communities in which infrastructure is located. The pertinence is in the fact that the UK Government has upwardly revised ambitions to grow rail freight in the short term.

Collaboration required

Rail freight terminals will need to be treated as essential infrastructure if the UK is to move away from a largely road-based supply chain. Over 80% of goods are handled by trucks, with coastal and inland waterways handling around 10%, while rail, despite its high political profile, is only a niche player in the national economy.

Achieving a significant shift to rail will require collaboration between regional and local government, the rail industry, and the freight and logistics sector. Local authorities have important roles in safeguarding land, supporting planning applications and helping secure funding, even though specialist rail freight terminal expertise is often limited. However, the critical element is to gain acceptance from local communities, who often have fears that exceed the reality of rail operations.

Local benefits from a rail freight terminal

Despite its small share, rail freight already moves goods worth more than £30 billion (€35.4 bn) annually. For government, the attraction of growing that share is sustainability and capacity. Expanding the network of terminals could bring further benefits, including reduced congestion, lower emissions and improved supply chain resilience. For communities, fewer lorries travelling through urban areas could mean better air quality and safer streets.

The dominance of the road transport sector suggests that even significant rail growth would be marginal to their interests, and economic growth would increase business to a greater extent. Far more important to the road transport sector are questions of regulation, employment legislation, and, most recently, soaring fuel costs. Most road hauliers are confident that a more vigorous rail freight sector, with a greater density of rail freight terminal distribution around the country, will actually bring more last-mile work, for which it is proving easier to recruit drivers.

Lancashire rail freight terminal demonstrates what can be achieved

One example highlighted in the work is the Leyland Aggregates rail freight terminal. In 2023, a disused passenger train stabling point was converted into a freight terminal in just four weeks. The facility receives aggregates from quarries across the country, demonstrating how existing railway infrastructure can be adapted to serve freight customers without necessarily requiring an entirely new site. The project was developed by Fox Group, an integrated construction and haulage business, in partnership with the infrastructure agency Network Rail, the operator Freightliner and local administration Lancashire County Council.

Map of the locale around Leyland Aggregates terminal in Lancashire, England. Image: © TfN / OpenRailwayMap.

Local businesses benefit from the reduced cost of importing construction materials, while nearby communities benefit from fewer aggregate lorries on the road. The example shows how the commercial case for rail freight can align with local economic and environmental interests. The site also demonstrates that terminals do not always require extensive land. The siding is approximately 350 metres long and can accommodate a full train, despite the site being less than 40 metres wide. That could be significant for authorities and developers seeking opportunities in areas where available land is constrained and established railway infrastructure offers a practical starting point.

Planning for future freight growth

The UK Government has set a target for rail freight to grow by at least 75 per cent by 2050. Last month, that figure was accelerated, with the additional target of achieving forty per cent growth by 2040. Achieving that ambition will require additional terminal capacity, alongside suitable rail connections and the development of commercially viable freight services. Terminals provide the interface between the railway and road distribution networks, allowing goods to transfer between modes and reach their final destinations.

The requirements vary according to the traffic being handled. Large strategic rail freight terminal and interchange developments can support intermodal containers and extensive distribution operations, while smaller facilities can serve particular markets, including aggregates. Planning must therefore recognise different terminal types and locations rather than assume that one model will meet every regional or local requirement.

Local authorities have a role to play

Although terminals are generally market-led and privately promoted, local authorities can influence whether suitable sites remain available. Safeguarding land through local plans can prevent potential locations being lost to competing developments. Authorities can also support planning processes, help identify funding opportunities and incorporate freight into wider transport and economic development strategies.

<img loading="lazy" decoding="async" class="fluid wp-image-75045 size-full" src="https://www.railfreight.com/wp-content/uploads/2026/10/Benefits-to-local-authorities.jpg" alt="The report articulates many collateral benefits, often overlooked in assessing rail freight terminal developments. Image: © CPCS

However, responsibility for these issues is often divided between transport, planning and economic development teams. Few local authorities have specialist rail freight expertise, making collaboration with industry particularly important. Early engagement can help identify viable sites, clarify local needs and address potential concerns before proposals reach the formal planning stage.

Collaboration can unlock wider opportunities

The guidance developed by consultancy CPCS for Transport for the North sets out practical actions across four stages of a terminal’s lifecycle: pre-development, development, delivery and operation. It includes a proposed terminal site register to help identify locations and support their safeguarding in local plans, alongside checklists covering business cases, funding and planning.

The work is intended to help authorities understand where they can influence rail freight terminal development and how they can work alongside private-sector promoters. While focused on northern England, its central message has wider relevance across Great Britain. Freight infrastructure should be considered alongside housing, employment and transport planning. Recognising the benefits to local businesses and communities could help build support for the terminals needed to expand rail freight.

British communities have a reputation for seeking to oppose rail freight terminal development in their midst.
