In the UK, railway trespass is not just a passenger punctuality problem. It also threatens freight capacity, supply-chain reliability, and the wider economy. Resultant delays are potentially affecting goods movements well beyond the location of an incident.<\/strong>

Network Rail’s latest figures highlight the scale of the problem, with trespass-related crime causing more than 1,500 hours of passenger delays on the South Eastern network alone during 2025\/26. That\u2019s the busiest part of the railway in the UK, with intensive commuter services running alongside freight operations supporting some of the county\u2019s biggest infrastructure projects.<\/p>\n

However, Network Rail, the railway infrastructure management agency, has also acknowledged the impact on freight services, raising questions about the wider commercial consequences of disruption.<\/p>\n

Trespass costs the railway millions<\/h2>\n

More than 1,000 trespass incidents were recorded on the South Eastern network between April 2025 and March 2026. These caused 86,928 minutes of delay and cost the railway more than \u00a35.25 million (\u20ac6.2m), according to Network Rail.<\/p>\n

The incidents included vandalism and deliberate obstruction. Offenders placing objects on the tracks, including rocks and pieces of railway track, caused more than 6,000 minutes of delay and over \u00a3390,000 (\u20ac462k) in delay costs. Network Rail and British Transport Police have responded with a campaign intended to improve evidence gathering, strengthen prosecutions, and reduce disruption.<\/p>\n

Schedule 8 payments and freight operators<\/h2>\n

Behind these disruption statistics lies the UK rail industry\u2019s performance regime, known as Schedule 8. Part of Network Rail\u2019s track access arrangements overseen by the independent watchdog, the Office of Rail and Road<\/a> (ORR), Schedule 8 is designed to provide financial compensation when Network Rail, or another operator, disrupts train services. It also creates financial incentives to maintain reliability.<\/p>\n

While passenger operators receive compensation based on passenger delay minutes, freight operations have a distinct Schedule 8 regime<\/a> tailored to commercial freight realities:<\/p>\n
