A Kyiv data centre at 28 Predslavynska Street was destroyed by a Russian strike. Its operator, Dline.ua (also known as Dream Line), told Hromadske Radio that as of 1 October the facility was destroyed, and that all services and customer data had already been moved to backup sites. Dream Line’s network was reported down by internet monitoring firm NetBlocks that week.<\/p>\n\n\n\n
Customers kept their data and services because the operator had failed over to backup sites before or as the facility was lost. In a conflict zone, that outcome depends on preparation done long before the strike.<\/p>\n\n\n\n
Another Kyiv operator was not so fortunate in the same days. The Parkovyi data centre said that after a series of strikes it had sustained critical damage and completely ceased operations as of 1 October, with restoration at that site impossible. Parkovyi said its clients’ data is held at backup sites in the EU. Dline.ua was reported as the third data centre in recent days to suspend operations because of Russian attacks.<\/p>\n\n\n\n
The Predslavynska Street facility is one entry on a long list. Data centre news outlet DCD reports that facilities operated by Parkovyi, MiroHost, Datagroup, Vodafone Ukraine, De Novo, Cosmonova, Omega Telecom and Ukrtelecom have all been damaged by drones in recent weeks. It also notes that it isn’t known whether these are all separate sites or whether some companies share facilities.<\/p>\n\n\n\n

The strikes are happening alongside a heavy air campaign. On 2 October, Zelenskyy said Russia launched more than 100 attack drones overnight, nearly 50 of them jet-powered.<\/p>\n\n\n\n
Moscow says it is hitting military-relevant targets. After earlier September strikes, Russia’s Defence Ministry said it had hit a Kyiv data centre that stores, processes and transmits data, including intelligence data, and supports network equipment used by Ukrainian troops. That is Russia’s claim and I haven’t seen independent verification of it.<\/p>\n\n\n\n
Ukrainian officials say the aim is to disrupt the flow of information. Foreign Minister Andrii Sybiha pointed to the importance of rapid missile and drone alerts, which save lives. Ukraine’s Digital Ministry reports that strikes on provider data centres have caused outages for about 100,000 households in Kyiv and the surrounding region.<\/p>\n\n\n\n
Failover is the difference between an outage and a loss.<\/strong> Dline.ua’s customers kept their data because backup sites existed and were used. Parkovyi’s clients are protected by copies held in the EU. Off-site, out-of-region copies are now a baseline requirement for any operator in range of a conflict.<\/p>\n\n\n\n Urban data centres share risk with their neighbours.<\/strong> Many Kyiv facilities sit inside ordinary buildings, which puts civilians and other tenants in harm’s way.<\/p>\n\n\n\n Shared facilities hide concentration risk.<\/strong> DCD’s caveat that it’s unclear whether the affected companies share buildings is a reminder that the contract and the physical location are not the same thing.
