On paper, it looks like tidy housekeeping: with the Sunbury line now running permanently through the Metro Tunnel (since 1 February 2026), the surface tracks that used to carry Sunbury trains into the city were sitting idle. Removing them lets trains enter and exit the new tunnel portal at higher speed and clears space that had become redundant.

But “redundant” is doing a lot of work in that sentence — and it’s worth asking redundant for whom, and under what conditions. What has actually been removed is not a spare, unused siding. It’s a second physical pathway between the western suburbs and the city centre, one that has quietly underpinned Melbourne’s ability to keep trains moving whenever the primary route has a bad day. Once it’s gone, it’s gone — and rebuilding a rail corridor is a decade-long, billion-dollar undertaking, not a maintenance job.

What optionality actually buys you

Every mature rail network engineer will tell you the same thing: single points of failure are the enemy of reliability. A metro system that has only one way to get from A to B is a metro system that stops completely the moment that one way is blocked — by a broken-down train, a signalling fault, a medical event on board, a police incident, or unplanned engineering works.

The old Main Suburban lines at South Kensington gave the network exactly this kind of insurance policy. With those tracks in place, controllers had a genuine alternative:

Sunbury and Bendigo line trains could, in a pinch, be routed via the surface tracks instead of through the Metro Tunnel, bypassing whatever was causing a Tunnel outage.

V/Line regional services on the Bendigo corridor had a fallback path around problems on the Regional Rail Link tracks — useful given how tightly RRL and metro services share infrastructure through this corridor.

Freight trains moving through the western approaches to the city had a route that didn’t require threading through a brand-new, tightly-timetabled passenger tunnel.

Stabled rolling stock at yards like Calder Park could be moved in and out without relying on the tunnel as the only path.

None of that capability required the old lines to be used every day. That’s the point of redundancy — you don’t need it until the one day you desperately do, and on that day nothing else can substitute for it.

The Metro Tunnel is now Sunbury’s only way in

The practical consequence of this change is stark: the Metro Tunnel is now the sole electrified route between Sunbury and the CBD. There is no longer a “Plan B” surface corridor to fall back on if the tunnel itself, or the resignalling and control systems that run it, run into trouble.

This matters more, not less, precisely because the Metro Tunnel is new infrastructure. New tunnels, new signalling systems (the tunnel runs on a modern communications-based train control system rather than Melbourne’s older fixed-block signalling) and new operating procedures all carry a period of teething problems that is measured in years, not months. Removing the one corridor that could have absorbed disruption during that bedding-in period looks like locking the exit while renovations are still underway.

It also removes a layer of resilience against the kind of infrequent but high-impact events tunnels are especially exposed to: a disabled train blocking both tunnel bores, a tunnel ventilation or fire system fault, or damage to the tunnel’s overhead or signalling equipment. On the open surface corridor, a problem typically affects one track while the other keeps running. In a twin-bore tunnel serving as the only path in and out, a serious enough fault can bring the entire Sunbury service — and everything sharing the CBD tunnel section with it — to a halt, with no alternative alignment to divert onto.

Freight and network flexibility lose out too

The freight implications are easy to overlook because freight trains are less visible than passenger services, but they matter for the same reason. Melbourne’s rail network is one of the few in Australia where interstate and metropolitan freight still has to share corridors with commuter trains through the inner city. Every time a flexible freight path through the western approaches is closed off, freight operators are pushed onto a smaller set of remaining routes, at times that have to be squeezed around an already-busy passenger timetable. A tightly-timetabled, CBTC-signalled passenger tunnel is a poor substitute for a conventional surface freight path, both operationally and in terms of who gets priority when something goes wrong.

The same logic applies to empty stock movements and stabling. Being able to shuffle trains between depots like Calder Park and the rest of the network without threading them through the city’s newest and most heavily used tunnel is a basic piece of operational flexibility — the kind of thing that doesn’t make headlines until its absence causes a scheduling headache.

The case for the removal — and why it doesn’t fully answer these concerns

To be fair to Metro Trains and the Department of Transport, there’s a real argument for cleaning up the old alignment. Maintaining redundant signalling, overhead wiring and track structures costs money indefinitely, and that infrastructure was already being wound down once the Sunbury line moved into the tunnel full-time. Removing the disused pointwork at the portal also genuinely does allow trains to enter and exit the tunnel faster, which has a real, ongoing benefit for everyday travel times. And it’s true that the Regional Rail Link tracks through this corridor still offer some alternative pathing for regional and freight movements, even if they don’t replicate everything the old Main Suburban lines could do.

The counter-argument, in short, is that keeping a corridor “just in case” has an ongoing cost, while the disruption scenarios it guards against are — hopefully — rare. That’s a legitimate trade-off for an infrastructure manager to weigh.

But it’s a trade-off that should be made in the open, with the resilience cost clearly stated alongside the maintenance saving — not treated as a foregone conclusion because the primary route has, for now, moved elsewhere. Optionality in a rail network isn’t measured by how often it’s used; it’s measured by how much worse things get on the day it’s needed and isn’t there. Melbourne has just made its newest, busiest rail corridor a little more fragile in order to make it a little cheaper to run — and that’s a bet on nothing going seriously wrong with the Metro Tunnel for the rest of its operating life.

Optionality in a rail network isn’t measured by how often it’s used; it’s
