For a department entrusted with planning Victoria’s transport future, the Department of Transport and Planning’s (DTP) record on the western corridor reveals a persistent pattern of half-measures, deferred decisions, and services that fail to match the scale of population growth already occurring on the ground.<\/p>\n\n\n\n
Start with the most basic issue: metropolitan stations in Melbourne’s booming western suburbs continue to be served by diesel rolling stock rather than the electrified metro trains that other established growth corridors take for granted. Wyndham Vale, Tarneit and Melton are effectively suburban catchments in every meaningful sense, yet passengers there board V\/Line diesel services rather than electrified metro trains.<\/p>\n\n\n\n
The Geelong and Ballarat lines carry the same story in service delivery. The Ballarat line is the second most-used regional rail service in Victoria, and the government’s own messaging has long described Ballarat trains as being near capacity for peak period travel.<\/p>\n\n\n\n
Most damning is the electrification saga. In 2017, the $518 million Ballarat Line Upgrade was framed as “paving the way for future electrification of the line to Melton” \u2014 not Ballarat, not even Bacchus Marsh, just the halfway point. Funding for that electrification only appeared in the 2026-27 budget, with development works not due for completion until mid-2027 \u2014 before any construction decision is even made.<\/p>\n\n\n\n
This is where the rolling stock decisions become impossible to separate from the electrification failure. Rather than committing capital to electrification, DTP has instead extended platforms at Deer Park, Caroline Springs, Rockbank and Cobblebank to accommodate nine-car diesel VLocity sets, and the new Cobblebank stabling yard is described only as “future-proofed” for metro trains “when” the line is eventually electrified \u2014 a hedge, not a commitment. These extensions have come at a huge cost to the state and not inline with emissions reduction planning.<\/p>\n\n\n\n
This is a direct and predictable consequence of DTP’s own long-term planning: the department’s rolling stock strategy explicitly commits billions to a pipeline of Victorian-built orders locking in supplier relationships and asset classes for years ahead, yet that pipeline has continued to prioritise longer diesel formations over electrified equivalents for the west. <\/p>\n\n\n\n
Every dollar and every procurement cycle spent lengthening diesel trains is a dollar and a cycle not spent transitioning the fleet \u2014 and given how far in advance rolling stock is ordered, this is a strategic choice DTP made with full knowledge of the corridor’s growth trajectory, not something forced on it at short notice. Comparable cities have gone straight to high-capacity electrified stock, such as Sydney’s double-deck electric “D sets,” delivering more capacity per train and lower running costs without diesel’s emissions and maintenance burden.<\/p>\n\n\n\n
The rolling stock planning function within DTP is precisely where sustained scrutiny and accountability belong. <\/p>\n\n\n\n
Whoever holds responsibility for the department’s rolling stock strategy sits at the intersection of two decisions that should never have been separated: whether to electrify a corridor, and what trains to order for it in the meantime. Approving successive diesel-fleet extensions for a corridor DTP’s own strategy documents treat as an eventual electrification candidate suggests either a failure to plan procurement and infrastructure programs in lockstep, or a willingness to let diesel investment run ahead of an electrification commitment that was always going to arrive too late to matter for a decade of growth. <\/p>\n\n\n\n
A department \u2014 and the officials who run its rolling stock function \u2014 should be answerable to the public and to parliament for that sequencing failure, regardless of which individual currently holds the role.<\/p>\n\n\n\n
Perhaps the clearest illustration of the same short-termism is DTP’s refusal to even discuss restoring passenger rail between Geelong and Ballarat.
