The Office of Rail and Road has today published guidance designed to help heritage railway and tramway operators give young volunteers, aged from 14 to minimum school leaving age, the chance to learn new skills while making sure the right safeguards are in place.<\/strong><\/p>\n

Heritage railways rely heavily on volunteers and are often where young people first discover an interest in railways, engineering, customer service or heritage preservation. The publication makes clear that many activities can be suitable for young volunteers, provided operators properly assess the risks, provide the right supervision and training, and make sure tasks are appropriate for the young person\u2019s age, maturity and physical capability.<\/p>\n

It also gives examples of activities young volunteers are likely to be able to undertake, with appropriate supervision and a suitable risk assessment. These include cleaning locomotives and taking water from ground level, as well as some station duties. Young volunteers may also be able to assist a competent adult with tasks including helping passengers board and leave trains and train dispatch.<\/p>\n

The document has been developed jointly by ORR and the Health and Safety Executive, and also includes input from the Heritage Railway Association.<\/p>\n

The guidance, while not mandatory, gives organisations clarity and confidence in complying with legal requirements.<\/p>\n

Richard Hines, ORR\u2019s HM Chief Inspector of Railways, said:<\/strong><\/p>\n

\u201cHeritage railways give young people a brilliant opportunity to learn, contribute and be part of keeping Britain\u2019s railway history alive.<\/p>\n

\u201cThis guidance is about giving operators clearer, practical advice so they can continue offering those opportunities safely and confidently.\u201d<\/p>\n

Rick Brunt, HSE\u2019s Director of Engagement and Policy, <\/strong>said:<\/strong><\/p>\n

\u201cI am delighted that HSE has been able to work with ORR to make sure that young people volunteering on heritage railways get the chance they deserve to learn hands-on skills in a safe environment.<\/p>\n

\u201cThat\u2019s exactly what this guidance delivers with clear and proportionate advice on protecting volunteers while supporting our national heritage.\u201d<\/p>\n

Steve Oates, Chief Executive of the Heritage Railway Association, said:<\/strong><\/p>\n

\u201cThis is a major and important step forward to ensuring the long-term future of heritage rail. The new guidance ends any uncertainty about how young people can be involved.<\/p>\n

It means that railways and tramways across Britain can look forward to working with the next generation of volunteers.\u201d<\/p>\n
