Temperature records, certainly. Political records too, with the extraordinary events that have propelled Andy Burnham from Manchester’s town hall towards the front door of Number 10. Simon Walton, RailFreight.com’s UK Editor, says it is tempting to dismiss those as unrelated stories. One reflects a changing climate. The other may determine how Britain chooses to respond.

There could hardly have been a more appropriate backdrop than London Climate Action Week. While delegates debated decarbonisation in air-conditioned conference halls, the railway outside was experiencing climate change in real time. Rails expanded, overhead wires sagged, and passengers were urged to avoid travelling unless absolutely necessary. That advice is normally reserved for winter storms. Britain’s summers now appear capable of producing equivalent disruption.

The climate change now arriving

The railway has always been vulnerable to weather. The difference today is that what was once regarded as exceptional increasingly resembles the new normal. Steel rails are designed to withstand considerable temperature variation, yet on a day when air temperatures approach thirty degrees Celsius, rail temperatures can exceed fifty. At that point the engineering margins begin to narrow alarmingly.

Passenger disruption naturally dominates the headlines, but freight operators experience precisely the same operational consequences. Slower passenger services mean altered timetables. Altered timetables mean fewer available train paths. Britain’s railway has never disguised its policy of putting passengers first. During periods of disruption, freight is often left competing for what little capacity remains. Climate resilience therefore becomes a freight issue just as much as a passenger one.

Amber advice from Network Rail. Image: © Network Rail

There is also the human dimension. Locomotives, terminals, maintenance depots and engineering possessions become more demanding working environments during prolonged heat. The railway is not merely steel, concrete and signalling equipment. It is thousands of people expected to maintain safe operations in increasingly uncomfortable conditions. Climate adaptation is as much about protecting railway workers as it is about protecting infrastructure.

A railway already under pressure

The timing could scarcely have been worse. Within a matter of days, the industry has faced three alarming incidents. The fatal collision on the Midland Main Line claimed the life of a train driver. A level crossing collision near Preston resulted in another tragic fatality. Meanwhile, passengers at Sheffield station experienced the unnerving sound of a local train making contact with the buffer stops after failing to stop within the platform.

Sunny day at Slateford. A freight train passes though a suburban station in Edinburgh, Scotland. Image: © Simon Walton

None of those incidents involved freight operations, and there is no reason whatsoever to question Britain’s deeply embedded railway safety culture. However, perception matters. Public confidence is influenced as much by the accumulation of headlines as by statistical reality. Against that backdrop, it is entirely understandable that Network Rail has adopted an especially cautious approach to operating during this week’s extreme weather. Safety remains the first consideration, even when that means slower trains and fewer services.

Politics is warming up too

The political temperature has risen almost as rapidly as the mercury. Andy Burnham’s emergence as the favourite to become Britain’s next Prime Minister has already reignited one of the railway’s most contentious debates. Few will have been surprised to hear the recently former Mayor of Greater Manchester repeat his commitment to restore the Birmingham to Manchester section of HS2 – Britain’s stupendously controversial high-speed rail line. Whether one supports the project or not, the implications extend well beyond faster passenger journeys.

Burnham has consistently argued that new high-speed infrastructure is fundamentally about capacity. Ultimately, HS2 would remove long-distance passenger trains from the existing West Coast Main Line. Those paths become available for more commuter services – and more freight. The freight sector has made that argument for years. The cancellation of the northern leg of HS2 never simply removed a passenger railway. It removed future opportunities for additional freight paths on the busiest mixed-traffic route in Europe.

All hot metal. Sunrise seen from the iconic Forth Bridge. Image: © Network Rail

Here lies the week’s real lesson. Climate change and transport policy should no longer be discussed in separate conversations. One determines the conditions under which the railway must operate. The other determines whether the railway has sufficient capacity and resilience to cope with those conditions. Freight sits squarely at the junction of both debates. The backbone of industry cannot afford to sag under the heat.

Storms ahead

As this column goes to press, the weather warnings remain in force. The danger, however, has changed. The oppressive heat is giving way to thunderstorms, intense rainfall and the prospect of flash flooding. Britain’s railway scarcely has time to recover from one weather extreme before preparing for the next. Yet this is June, not November and snow drifts in the north of Scotland. The records being broken are no longer confined to temperature charts.

If there is one encouraging conclusion to draw from an uncomfortable week, it is that freight has become impossible to ignore in these discussions. Climate resilience, network capacity and strategic investment are no longer abstract policy debates. They determine whether goods reach factories, ports and supermarkets on time. The railway has felt the heat this week. The challenge now is ensuring that Britain responds with cool heads rather than short-term lightning reactions.

Britain has been breaking records this week.
