His departure was founded on a fundamental question of national priorities. Healey argued that the resources being made available to defend the United Kingdom were insufficient for the risks the country faces today. Whatever one&#8217;s politics, that is a serious charge from a serious minister. It illuminates an almost impossible argument for the rail sector, says RailFreight.com UK Editor Simon Walton.<\/strong><br \/>\n<span id=\"more-71685\"><\/span><\/p>\n<p>For those of us who advocate investment in railways, ports and logistics, there is an uncomfortable question to confront. If the UK government cannot find enough money to satisfy the Defence Secretary that Britain is adequately protected, how persuasive can the case be for additional transport spending? It is a stark reminder that public expenditure exists within a hierarchy of competing demands. In times of peace and prosperity, it is easy to argue for railway enhancement schemes, freight terminals and network upgrades. In less certain times, governments inevitably focus on more fundamental responsibilities.<\/p>\n<h2>Looking at the numbers<\/h2>\n<p>The scale of government spending is often difficult to comprehend. The British state now spends around 1.3 trillion pounds annually across all activities. Against that backdrop, defence expenditure currently stands at more than 60 billion pounds per year and is expected to rise over the coming years as pressure grows from NATO allies and from an increasingly unstable international environment.<\/p>\n<p>The infrastructure agency, Network Rail, by comparison, spent approximately 14.5 billion pounds during the last financial year. That remains a very substantial sum. It exceeds the annual budgets of many government departments. Railway professionals often talk as though transport investment sits naturally at the top of the political agenda. The reality is rather different. Transport must compete for funding against healthcare, education, welfare, policing and, increasingly, national security. Within transport itself, rail must compete against roads, aviation and local mobility projects.<\/p>\n<h2>Rail&#8217;s place in the national realignment debate<\/h2>\n<p>Only this week, the Department for Transport published its <a href=\"https:\/\/www.gov.uk\/government\/publications\/journey-to-great-british-railways-policy-publication-timetable\/journey-to-great-british-railways-policy-publication-timetable#policy-publication-timetable\"  rel=\"noopener\">timetable for implementing Great British Railways<\/a>. Freight receives relatively little attention within the programme, although important milestones are planned, including freight growth targets and future access arrangements intended to protect freight operators within the new structure.<\/p>\n<p>There is much to welcome in that publication. The industry has long demanded greater certainty towards reform. Suppliers, operators and customers all benefit from visibility. Yet the timetable also serves as a reminder that railway reform remains, fundamentally, a discussion about governance rather than resources. Now, there is a very real concern that those resources may be, in part, diverted into making up a real shortfall in defence spending.<\/p>\n<p>Indeed, one cannot help noticing how many aspirations across the railway depend upon future spending decisions that have not yet been made. New infrastructure, electrification, capacity enhancements and freight growth all require investment. At a time when the Defence Secretary has effectively resigned over the inability to secure funding for national security, the railway&#8217;s demands may find a less sympathetic audience in Whitehall.<\/p>\n<h2>A strategic asset in waiting<\/h2>\n<p>Yet there is another way of looking at the issue. Perhaps railways should not be competing with defence spending at all. Throughout British history, railways have been an integral part of national defence. During the First World War, they moved troops, ammunition and supplies from factories and ports to embarkation points. During the Second World War, they carried servicemen across the country, sustained wartime production and helped facilitate the evacuation and redistribution of forces following the Dunkirk evacuation.<\/p>\n<p>Military movements by rail are epitomised by the famous &#8220;<a href=\"https:\/\/www.railfreight.com\/railfreight\/2026\/06\/12\/defend-the-railways-or-defend-the-realm\/Jellicoe\"  rel=\"noopener\">Jellicoe Specials<\/a>&#8221; which carried sailors and naval personnel between southern England and the fleet anchorage at Scapa Flow, in the far north of Scotland. Freight trains transported coal, steel, armaments and industrial components. Passenger trains carried workers to shipyards, factories and military facilities. Troops, vehicles, fuel, ammunition and supplies must be moved efficiently around the country. Ports must connect to inland distribution centres. Industrial capacity must be linked to military capability. In every case, rail offers advantages in scale, efficiency and resilience.<\/p>\n<h2>The forgotten defence infrastructure<\/h2>\n<p>Perhaps the real debate should not concern whether rail deserves funding ahead of defence. Instead, we might ask whether parts of the railway should be recognised as defence infrastructure in their own right. The strategic freight network, key intermodal corridors, port rail connections and resilient routes linking major industrial centres all possess military as well as commercial value. Their importance extends beyond economics. They contribute to national resilience. Only rail can facilitate the redistribution of supplies &#8211; both military and civilian &#8211; in strategic quantities at short notice.<\/p>\n<p>The lesson from recent years is that resilience has become fashionable again. Energy resilience. Food resilience. Supply-chain resilience. Defence resilience. Railways intersect with every one of those objectives. Image: \u00a9 Network Rail<\/figcaption><\/figure>\n<p>That does not mean every railway scheme should suddenly be rebadged as a defence project. Such an argument would quickly become absurd. However, it does suggest that the transport sector should frame its case differently. Rail investment is not merely about reducing congestion or lowering emissions. It is also about preserving national capability.<\/p>\n<h2>A question worth asking<\/h2>\n<p>The railway industry has become accustomed to presenting itself as an economic necessity and an environmental solution. Both arguments remain valid. Yet the events of this week suggest a third dimension deserves greater attention. If Britain genuinely faces what ministers describe as a more dangerous world, then infrastructure must be viewed through a strategic lens. Rail freight, in particular, deserves consideration not simply as a commercial activity but as part of the country&#8217;s ability to function during periods of stress.<\/p>\n<p>John Healey&#8217;s resignation has highlighted the reality that governments cannot fund everything. Hard choices are unavoidable. Rail advocates should recognise that reality rather than pretend otherwise. Britain&#8217;s railways have played a significant role in securing the nation before. They helped mobilise armies, sustain fleets, support industry and maintain the flow of essential goods in times of crisis.<\/p>\n<p>The uncomfortable question is whether we retain that capability today. If we do not, now is really not the moment to discover the consequences in the face of a clear and present danger.
