The package totals 200,000 euros, with a cap at 50,000 euros per project, to be used to fund various types of studies to build new facilities or reopened dismissed ones.
Companies can submit their projects until 15 October 2026, with a final decision by the committee scheduled for one month later. The studies funded under this scheme will have to be completed before 30 September 2027. If all conditions are met, the money will be reimbursed on 30 October 2027.

“However, if the number of admissible applications and eligible projects is fewer than four, the UTPF reserves the right to exceed the maximum limit per entity”, a document from ReMoVe said. ReMoVe is a programme launched by the French government in 2023 to reduce road freight in favour of rail, inland transport and sea shipping. In addition to UTPF, the committee includes representatives from GNTC, AFRA, Objectif OFP and ADEME.

Hundreds of terminals needed in Europe

The need for more and better multimodal terminals, defined by ReMoVe as “any type of logistics site that allows the transshipment of goods from one transport mode to another”, is not new. For a few years now, it has become clear that France (but also Europe more in general) does not have the necessary infrastructure to reach the goals set to decarbonise transport. Earlier this week, French logistics company Modal Group stressed that the shortage of terminals in the country is a very real threat to rail freight.

The situation is quite similar in the rest of the Old Continent, which needs 425 more facilities to prosper, as a study by FERRMED highlighted last year. However, adding hundreds of terminals to the European rail network would be a pharaonic project. FERRMED estimated this cost to be over 77 billion euros. This is almost equivalent to the funds assigned to the Connecting Europe Facility for transport, which will fund various projects between 2028 and 2034. With this picture in mind, the French initiative might sound like a quite small step, but it has to start somewhere.

The French government introduced a scheme to support the development of multimodal terminals and contribute to the modal shift to rail.
