The European Parliament gave its final approval to the Capacity Management Regulation, an initiative introducing a new, more European approach to utilise the railway infrastructure. \u201cPreparatory work is already underway to ensure readiness for the first rail timetable under the new system in 2031\u201d, the Community of European Railways and Infrastructure Managers (CER) said.<\/strong>
\n<\/span>The regulation introduces two new bodies, the European Network of Infrastructure Managers (ENIM) and the European Railway Platform (ERP). The former will bring the railway infrastructure managers from the Member States together under one umbrella, hopefully making coordination smoother. The latter will unite the users of the network, including railway undertakings.<\/p>\n

The measure is expected to be highly beneficial for rail freight, especially when it comes to cross-border operations. ENIM should ensure that capacity allocation and disruption management are tackled on a EU-level, while ERP brings \u201ca robust and coordinated market voice in implementation\u201d, CER pointed out. Between now and 2031, there will be a five-year programme to set out strategic plans, followed by annual scheduling and, finally, short-term adaptation.<\/p>\n

ESN amendments rejected<\/h2>\n

During the voting session at the European Parliament, held on Tuesday 19 May, MEPs voted to reject the amendments to the Capacity Management Regulation proposed by far-right EU party Europe of Sovereign Nations. The next bureaucratic steps before full implementation of the Capacity Management Regulation are the publication in the Official Journal of the EU and the translation into the languages of the Member States.<\/p>\n","protected":false},"excerpt":{"rendered":"
