The project was <a href=\"https:\/\/www.vibewire.com.au\/?p=331436\" target=\"_blank\" rel=\"noopener\" title=\"Tim Pallas and the West Gate Tunnel \u2013 Already a failure?\">called out prior to the build it would be a failure<\/a> and Melbourne has invested $billions into this dud. <\/p>\n\n\n\n<p>A better project with more efficacy would have been that <a href=\"https:\/\/www.vibewire.com.au\/?p=338639\" target=\"_blank\" rel=\"noopener\" title=\"\">described in the article about a rail network upgrade<\/a> to the port and expanded Port Rail Shuttles.
