The facility is run by the Soci\u00e9t\u00e9 d\u2019Exploitation Multimodale de Meurthe-et-Moselle (SE3M) a subsidiary of the city of Nancy\u2019s Chamber of Commerce and Industry (CCI). The size of Vigneron\u2019s stake has not been disclosed.<\/strong><br \/>\n<span id=\"more-67228\"><\/span>The aim in opening up the terminal\u2019s capital to the private sector is to drive traffic growth and attract road hauliers to the rail freight mode. Operational since 2013, SE3M currently handles 8,000 containers annually \u2013 the equivalent of around 200 trains \u2013 with services to the ports of Zeebrugge, in Belgium and Marseille\u2019s Fos-sur-Mer box terminal as well as Hendaye, a key transit point for freight traffic on the French-Spanish border.<\/p>\n<p>The objective is to increase throughput to 15,000 containers annually by 2027, rising to 25,000 in the longer term. \u201cThis new phase in the development will allow the terminal to offer a credible and, today, necessary alternative to road haulage,\u201d Nancy\u2019s CCI\u2019s President Fran\u00e7ois P\u00e9lissier, told French media. Groupe Vigneron, which has an annual turnover of 80 million euros and employs 400 staff, is the main user of the terminal.<\/p>\n<aside class=\"readmore\">\n<div class=\"readmore-item\"><a href=\"https:\/\/www.railfreight.com\/policy\/2025\/11\/04\/rail-features-prominently-in-french-regions-freight-and-logistics-strategy\/\"><img decoding=\"async\" src=\"https:\/\/www.railfreight.com\/wp-content\/uploads\/2025\/11\/A-freight-train-at-the-port-of-Strasbourg-capital-of-the-Grand-Est-region-128x128.jpg\" alt=\"\" class=\"readmore-thumbnail\" \/><\/a><\/p>\n<div class=\"readmore-info\"><a href=\"https:\/\/www.railfreight.com\/policy\/2025\/11\/04\/rail-features-prominently-in-french-regions-freight-and-logistics-strategy\/\" class=\"readmore-title\">Rail features prominently in French region\u2019s freight and logistics strategy<\/a><\/div>\n<\/div>\n<\/aside>\n<p>\u201cWe\u2019ve been involved in multi-modal activity for several years now,\u201d explained Managing Director Quentin Giordano.\u201c The aim is to create a genuine ecosystem around this facility that serves as a tool for businesses and economic players in our region,\u201d he added.<\/p>\n<h2>Combi terminal \u2018master plan\u2019<\/h2>\n<p>In October last year, France\u2019s State Directorate-General for Infrastructure, Transport and Mobility (DGITM) published a \u201cnational master plan\u201d for combined transport. It estimated that the country\u2019s 46 \u2018combi&#8217; terminals are no longer sufficient to meet growing demand.<\/p>\n<p>The plan makes provision for the creation of 22 terminals, including four which are already financed and and the re-opening of five others.
