This will improve the reliability of the service and deliver a more inclusive travel experience for all.<\/p>\n<p>Secondly we published our first <a href=\"http:\/\/www.orr.gov.uk\/search-news\/passengers-need-improved-reliability-and-real-time-information-station-lifts-says\" data-entity-type=\"node\" data-entity-uuid=\"3e60999d-864f-47f8-825a-c2d97c192d03\" data-entity-substitution=\"canonical\">report<\/a> reviewing the reliability of over 1300 Network Rail-managed passenger lifts at 491 stations, including how real-time information is provided to passengers regarding lift faults. Lift reliability is important for an accessible railway and when a lift is unavailable, accurate information is then essential for confident journey planning<\/p>\n<p>We found that lift reliability is either in decline or static and we are taking further action to understand Network Rail\u2019s monitoring and management processes, to ensure it is taking appropriate measures to plan and carry out maintenance and repairs. \u00a0This includes ensuring that better information is available when lifts are out of order for any reason.<\/p>\n<p>Thirdly, we have worked with independent rail ticket retailers following our review in December 2023 into <a href=\"http:\/\/www.orr.gov.uk\/search-news\/regulator-secures-fee-transparency-improvements-third-party-rail-ticket-retailers\" data-entity-type=\"node\" data-entity-uuid=\"b2dc65d8-36bb-49df-91cf-3df6d26d7557\" data-entity-substitution=\"canonical\">\u2018drip pricing\u2019<\/a>, which showed that some retailers were not sufficiently transparent about the additional fees they charged on their websites and apps. We focused on improving transparency, fairness and clarity for consumers when buying tickets online. \u00a0<\/p>\n<p>Every retailer we reviewed engaged positively with us, recognising the importance of complete transparency regarding fees from the outset of the ticket purchasing process. As a result, most have made improvements already with further changes being worked on by some. We will continue to monitor progress in advance of new laws being introduced to ban such practices.<\/p>\n<p>Finally, we were pleased to see the <a href=\"http:\/\/www.orr.gov.uk\/search-news\/rail-regulators-review-leads-50-reduction-maximum-fees-ticket-refunds\" data-entity-type=\"node\" data-entity-uuid=\"e35d2c36-dfe2-434d-b635-d190d732018e\" data-entity-substitution=\"canonical\">cap on administration fees<\/a> for ticket refunds reduced from \u00a310 to \u00a35. This reduction follows our review, where we found notable differences between the cost of processing a refund &#8211; on average less than \u00a35 &#8211; and the allowed maximum admin fee of \u00a310. \u00a0We called on industry to review the fees.<\/p>\n<p>We remain committed to progressing the work detailed in each of these areas and to ensuring that all parts of the industry remain focused on these key areas of the passenger experience. \u00a0<\/p>\n<p>Later this month we will be publishing further work looking at understanding disabled passengers\u2019 experience of train operators&#8217; complaints processes.<\/p>\n<p><strong>Stephanie Tobyn<\/strong><br \/>Director of Strategy, Policy and Reform<\/p>\n<h2>Top stories<\/h2>\n<h3>Open access service given green light between London and Stirling<\/h3>\n<p>Passengers should have a <a href=\"http:\/\/www.orr.gov.uk\/search-news\/orr-open-access-services-given-green-light-between-london-and-stirling\" data-entity-type=\"node\" data-entity-uuid=\"19ffd7ee-50c4-4ed9-b2e9-1f80496ef618\" data-entity-substitution=\"canonical\">new way to travel between London and Stirling<\/a> starting June 2025, following approval of Grand Union Trains\u2019 application to ORR to run four daily services on this route. This is the first time an open access operator, independent of government funding, will be offering services on the West Coast Main Line.<\/p>\n<p>The new route will also include stops in Milton Keynes, Nuneaton, Crewe (potentially), Preston, Carlisle, Lockerbie and Motherwell, and will mean several towns getting their first direct connection to London. This increased competition is expected to benefit passengers with more choices and potentially lower fares.<\/p>\n<h3>Control Period 7 begins<\/h3>\n<p><a href=\"http:\/\/www.orr.gov.uk\/search-news\/orr-approves-plan-deliver-safe-and-customer-focused-railway\" data-entity-type=\"node\" data-entity-uuid=\"4ac0720e-3458-4648-98cb-cdaaa41cca9f\" data-entity-substitution=\"canonical\">1 April marked the start of Control Period 7<\/a> (CP7) \u00a0\u2013 Network Rail\u2019s five-year plan totalling approximately \u00a345bn in cash terms (approximately \u00a343bn in today\u2019s prices, adjusted for forecast inflation) for the operation, support, maintenance and renewals expenditure across Great Britain in the five-year control period. \u00a0<\/p>\n<p>The key elements of CP7 are: \u00a0<\/p>\n<ul>\n<li>Train performance\u202f\u2013 we have set specific train performance requirements that protect the interests of passengers and freight.<\/li>\n<li>Freight growth \u2013 we have set challenging targets for what Network Rail delivers for freight operators.<\/li>\n<li>Renewing the railway \u2013 with a particular focus on core assets such as track, structures and earthworks.<\/li>\n<li>Managing risks effectively \u2013 we require Network Rail to maintain sufficient and well-managed levels of risk funding.<\/li>\n<li>Delivering value for money\u202f\u2013 we have carefully reviewed Network Rail\u2019s efficiency targets for the next five years and, drawing on a range of evidence, found these to be stretching but achievable.<\/li>\n<li>Protecting the environment\u202f- to support the move towards a low emissions railway, we will hold Network Rail to account for delivering a more than 20% reduction in its carbon emissions.<\/li>\n<\/ul>\n<h2>Blogs<\/h2>\n<h3>World Engineering Day 2024<\/h3>\n<p>In her blog celebrating World Engineering Day 2024, Rhona Marsland, Principal Highways Engineer based at ORR\u2019s Glasgow office, <a href=\"http:\/\/www.orr.gov.uk\/search-news\/video-blog-world-engineering-day-2024\" data-entity-type=\"node\" data-entity-uuid=\"3f215998-70dc-488c-adf7-47d2a2451523\" data-entity-substitution=\"canonical\">discusses her engineering inspiration<\/a> and her role holding National Highways to account.<\/p>\n<p><a href=\"http:\/\/www.orr.gov.uk\/search-news\/world-engineering-day-2024-being-engineer-office-rail-and-road\" data-entity-type=\"node\" data-entity-uuid=\"11a119b2-1450-4102-bd48-4637962044c7\" data-entity-substitution=\"canonical\">In his blog<\/a> celebrating World Engineering Day 2024, Andy Barron, a Senior Engineer for Sustainable Development, describes his career path and how it led him to ORR and the pride he feels working on decarbonising the railway.<\/p>\n<h3>Working with the rail industry to respond to cyber security threats<\/h3>\n<p>Paul Appleton, Deputy Director, Railway Safety, discusses cyber security risks, which pose a real and present risk for the rail industry with potential safety implications clear. <a href=\"http:\/\/www.orr.gov.uk\/search-news\/working-rail-industry-respond-cyber-security-threats\" data-entity-type=\"node\" data-entity-uuid=\"0e74525b-2260-40e6-9f3c-23dac739a6e6\" data-entity-substitution=\"canonical\">In his blog<\/a>, Paul sets out our work with industry to ensure it is properly equipped to assess, prevent and respond to cyber security threats and incidents.<\/p>\n<h2>Statistics<\/h2>\n<ul>\n<li><a href=\"https:\/\/dataportal.orr.gov.uk\/media\/jkfh21zr\/performance-stats-release-oct-dec-2023.pdf\">Passenger rail performance<\/a> &#8211;
