State-owned rail incumbents continue to present themselves as financial success stories \u2013 which is deliberately misleading.<\/em><\/p>\n

This narrative fails to mention the astronomical growth in directly awarded taxpayer subsidy, without which there would be no \u2018profit\u2019.<\/em><\/p>\n

In recent weeks, a Polish example\u00a0has been the most striking. A\u00a0new article in the publication\u00a0Rynek Kolejowy shows how the state-owned long-distance operator PKP Intercity (\u2018PKP IC\u2019) \u201cwillingly presents positive financial results obtained in recent years\u201d \u2013 with healthy profits since 2016 (except 2020).<\/em><\/p>\n

Yet it also states\u00a0how \u2013 between 2016 and 2023 \u2013 PKP Intercity\u2019s operations increased by only 14% whilst its directly awarded subsidy increased by 133%, not even counting the additional 1.3 billion z\u0142otys (301 million euros) granted between 2021 and 2023.<\/em><\/p>\n

Furthermore, all this increased public funding was not even used properly:<\/em><\/p>\n

The article also states how, over the same period, the average age of\u00a0carriages rose from 29.85 to 32.65 years, showing that the additional funds did not boost investment into rolling stock.<\/em><\/p>\n

Why do state operators pretend they are a success?! \u2013 <\/strong>it is political spin. If politicians believe it \u2013 and the amount of State Aid in the EU increases \u2013 then state-owned operators will lobby for even more of this direct subsidy, without any motivation to become more modern or efficient.<\/em><\/p>\n

ALLRAIL\u2019s spokesperson for Poland, Katarzyna Dekeyser, added: \u201cin their financial results, state operators must show what part of their \u2018profit\u2019 comes from exclusive taxpayer subsidy. EU citizens fund them, and we deserve transparency.\u201d<\/p>\n
