{"id":287158,"date":"2025-09-19T10:57:00","date_gmt":"2025-09-19T00:57:00","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=287158"},"modified":"2025-09-19T10:32:02","modified_gmt":"2025-09-19T00:32:02","slug":"truck-busting-job-boosting-freight-hub-for-west-at-risk-from-rail-line-closure","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=287158","title":{"rendered":"Truck-busting, job-boosting freight hub for west at risk from rail line closure"},"content":{"rendered":"\n<p>A massive logistics hub that would have employed thousands of people and removed 125,000 trucks from roads in Melbourne\u2019s west every year is now in doubt because of a state government decision to&nbsp;<a href=\"https:\/\/www.theage.com.au\/link\/follow-20170101-p5mp71\">close a key rail freight corridor<\/a> at Sunshine.<\/p>\n\n\n\n<p>The impending removal of the freight junction as <a href=\"https:\/\/www.vibewire.com.au\/?p=129543\" target=\"_blank\" rel=\"noopener\" title=\"Sunshine Railway Station receives funds for yet another rebuild\">part of the $4 billion Sunshine Superhub upgrade<\/a> has already caused concerns about worsening pollution and congestion in the western suburbs by pushing freight off trains and onto trucks.<\/p>\n\n\n\n<p>Building materials giant Boral has also confirmed that a \u201cnationally significant\u201d logistics and warehousing precinct it was planning at its Deer Park quarry may not be feasible without the direct rail connection to port.<\/p>\n\n\n\n<p>Freight trains from Ballarat will be forced to travel an extra 47 kilometres via Geelong to get to the Port of Melbourne if the Sunshine route is closed as planned, which rail operators and their customers say will make many services uncompetitive with trucks.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>This change will also prevent any future use of a line between Newport and Sunshine a vital freight link between Geelong and the North East freight markets like the Goulburn Valley and such.  It would also prevent the electrification of this line and thereby preventing the ability to use have trains from Werribee to connect with Sunshine and onto the Sunbury or the airport line.<\/p>\n\n\n\n<p>The issues are much larger than the article is addressing.<\/p>\n<\/blockquote>\n\n\n\n<p>The Boral project was set to help tackle two of the most severe issues facing the inner west: a shortage of jobs, and an&nbsp;<a href=\"https:\/\/www.theage.com.au\/link\/follow-20170101-p5monm\">ever-growing number of trucks causing air pollution and congestion<\/a>.<\/p>\n\n\n\n<p>Over coming weeks&nbsp;<em>The Age&nbsp;<\/em>is increasing its&nbsp;<a href=\"https:\/\/www.theage.com.au\/link\/follow-20170101-p5kugu\">focus on the western suburbs<\/a>&nbsp;with a special series examining the positives and challenges the region faces. In October, our reporters will moderate a&nbsp;<a href=\"https:\/\/womeda.com.au\/\">West of Melbourne Economic Development Alliance (WoMEDA)<\/a>&nbsp;summit to discuss a vision for the western suburbs\u2019 success.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"584\" height=\"389\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-6.jpeg\" alt=\"\" class=\"wp-image-287160\" style=\"width:403px;height:auto\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-6.jpeg 584w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-6-300x200.jpeg 300w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><figcaption class=\"wp-element-caption\">The redevelopment of Sunshine station will close the corridor to freight trains.&nbsp;CREDIT:&nbsp;JOE ARMAO<\/figcaption><\/figure>\n<\/div>\n\n\n<p><strong>The move to remove the freight junction has prompted crisis talks between Freight Minister Melissa Horne and Transport Minister Gabrielle Williams and the industry, and documents reveal that the Victorian government has ignored planning proposals for a workaround that would preserve the vital freight route.<\/strong><\/p>\n\n\n\n<p>Boral said it estimated its future Ravenhall Logistics Precinct would have created 15,700 direct jobs and 7400 indirect jobs \u2013 making it a rival to Melbourne Airport as an employment hub \u2013 while saving more than 300 trucks trips a day.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The Ravenhall Logistics Precinct is going gang busters and trucking companies love it because there is no rail access to a massive area for logistics by design.  The Victorian government has been doing its level bets to close down rail freight in Victoria.  If this change goes ahead it will be the final nail.<\/p>\n\n\n\n<p>The industry is already behind thanks to the Murray Darlin Basin Rail Line disaster meaning trains take hours longer to run between Melbourne and Mildura the net effect being freight has been pushed off rail and back onto the highways.<\/p>\n<\/blockquote>\n\n\n\n<p>\u201cThis precinct was planned to be directly connected to the Port of Melbourne via the site\u2019s existing rail siding, with projections it would eliminate 125,000 truck movements annually,\u201d a Boral spokesperson said.<\/p>\n\n\n\n<p>\u201cThe freight precinct would support a development projected to contribute $14.9 billion annually to Victoria\u2019s economy.\u201d<\/p>\n\n\n\n<p><strong>The Boral spokesperson said the removal of the Sunshine crossover \u201cpresents a challenge to our project\u201d, but said the company aimed to work with the government on a solution.&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>However, documents seen by&nbsp;<em>The Age<\/em>&nbsp;show that the Commonwealth government-owned Australia Rail Track Corporation (ARTC) warned Victoria in 2020 that closing the Sunshine corridor would more than double the cost of moving freight on rail between the Port of Melbourne and an interstate freight terminal planned for Truganina.<\/strong><\/p>\n\n\n\n<p>An ARTC presentation prepared for Victorian transport department officials says that travelling 42 kilometres further via Werribee would push up costs from $10.50 to $25 for every 20-foot train container.<\/p>\n\n\n\n<p>The ARTC, which owns and manages most of the country\u2019s interstate railway network, proposed a workaround by building a new track connection just south of Sunshine station to preserve access for freight trains.<\/p>\n\n\n\n<p><strong>Rail Projects Victoria, a unit within the state transport department which has subsequently been shut down, developed detailed plans to implement the same solution in 2021, according to the leaked documents.<\/strong><\/p>\n\n\n\n<p>The proposals from both <a href=\"https:\/\/www.artc.com.au\" target=\"_blank\" rel=\"noopener\" title=\"\">ARTC<\/a> and Rail Projects Victoria was to build a short section of track 1.5 kilometres south-east of Sunshine station and complete a missing link between the existing freight corridors.<\/p>\n\n\n\n<p>The 400-metre curved link would have allowed trains from the port to access tracks to Bacchus Marsh via an existing rail bridge which clears Sunshine Road and the Metro and V\/Line passenger tracks.<\/p>\n\n\n\n<p>The Allan government did not answer questions about why the proposed alternative connection was not progressed or included in&nbsp;<a href=\"https:\/\/www.vibewire.com.au\/?p=224804\" target=\"_blank\" rel=\"noopener\" title=\"Sunshine Railway Station needs a mandated Standard Gauge Platform\">the $4 billion rebuild of Sunshine station.<\/a><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"584\" height=\"389\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-5.jpeg\" alt=\"\" class=\"wp-image-287159\" style=\"width:445px;height:auto\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-5.jpeg 584w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/09\/image-5-300x200.jpeg 300w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><figcaption class=\"wp-element-caption\">All freight rail from Ballarat and Geelong will have to pass through a single section of track at Newport.CREDIT:&nbsp;JOE ARMAO<\/figcaption><\/figure>\n<\/div>\n\n\n<p><a href=\"https:\/\/railfreightalliance.com\" target=\"_blank\" rel=\"noopener\" title=\"\">Rail Freight Alliance<\/a> chief executive Reid Mather said the local government areas his group represents were \u201cextremely concerned\u201d that the impending Sunshine closure would push more trucks onto roads in Melbourne\u2019s inner west and rural roads not designed for such heavy traffic.<\/p>\n\n\n\n<p>\u201cIn western Melbourne, this is really <a href=\"https:\/\/www.vibewire.com.au\/?p=98027\" target=\"_blank\" rel=\"noopener\" title=\"Why does Vicroads permit road trains to use suburban streets in Melbourne?\">concerning for them that potentially they could see a dramatic increase in trucks.<\/a> You can\u2019t have a liveable city without supporting rail freight,\u201d he said.<\/p>\n\n\n\n<p>Mather said the closure would affect train services set to serve the mineral sands industry in Victoria\u2019s north-west, as well as meat and dairy exports from Warrnambool.<\/p>\n\n\n\n<p>\u201cIt takes a long time to build up a rail service, but it\u2019s quick for a truck to come along and take it away.
