The Framework is our core guidance for supporting third-party and private investment in infrastructure owned or managed by Network Rail.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"1874858747\" paraeid=\"{fddf3628-05f9-4eb7-93d2-b3d23774ab10}{158}\">This work forms part of the Chancellor\u2019s call for economic regulators to consider how they can help promote private investment and support long-term growth in their sectors.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"582307926\" paraeid=\"{fddf3628-05f9-4eb7-93d2-b3d23774ab10}{166}\">So what is the RNIF? How did we set about reviewing it? And what have we found so far?&nbsp;&nbsp;<\/p>\n<\/div>\n<div>\n<h2>What is the RNIF?&nbsp;<\/h2>\n<\/div>\n<div>\n<p paraid=\"1752808538\" paraeid=\"{fddf3628-05f9-4eb7-93d2-b3d23774ab10}{192}\">ORR\u2019s Rail Network Investment Framework (RNIF) sets out how third parties (including private investors, local authorities and developers) can work with Network Rail and ORR to help fund and deliver infrastructure projects. These range from smaller asset enhancements to larger, more complex schemes such as new stations or depots.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"557558721\" paraeid=\"{fddf3628-05f9-4eb7-93d2-b3d23774ab10}{214}\">The Framework provides guidance on processes, roles, approvals and includes standard contractual templates designed to support fair and efficient project delivery.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"154715018\" paraeid=\"{fddf3628-05f9-4eb7-93d2-b3d23774ab10}{220}\">Although the RNIF was last updated in 2022, the investment landscape has continued to evolve. We also co-hosted an investor roundtable with the Railway Industry Association (RIA) and presented our work at the RIA Investment Conference, inviting further feedback.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"246549925\" paraeid=\"{f93d1bf2-5013-41ea-8867-c5d9cb2c4791}{121}\">Our engagement with investors and suppliers highlighted that awareness of the Investment Framework is relatively low. This wasn\u2019t raised as a concern with the Framework itself, but rather reflected broader challenges across the rail investment landscape, where entry points can be unclear and the environment is often difficult to navigate.&nbsp;<\/p>\n<\/div>\n<div>\n<p paraid=\"1606564844\" paraeid=\"{f93d1bf2-5013-41ea-8867-c5d9cb2c4791}{147}\">What we heard consistently was that there is strong appetite to invest in the rail sector. This insight is already shaping the next phase of our work and helping to identify where improvements could make the biggest difference.&nbsp;<\/p>\n<\/div>\n<div>\n<h2>What\u2019s Next?&nbsp;<\/h2>\n<\/div>\n<div>\n<p paraid=\"611935723\" paraeid=\"{f93d1bf2-5013-41ea-8867-c5d9cb2c4791}{237}\">We concluded Phase 1 of our project at the end of June &#8211; the review and evidence-gathering stage.
