Transport for Greater Manchester (TfGM) has started a procurement process to deliver up to \u00a31.6bn of infrastructure that will help to maintain and grow Metrolink- the UK\u2019s largest light rail network – and improve rail accessibility within Greater Manchester.<\/p>\n

The contract covers Metrolink\u2019s asset renewals programme, which includes replacing key infrastructure \u2013 such as track, overhead lines and the distribution system that provides power to trams.<\/p>\n

And the new arrangement, spanning up to 12 years and starting in 2027, could also cover a wider range of additional works – including Metrolink stop improvements, new Metrolink stops, line extensions, next-generation vehicle infrastructure, Access for All rail schemes and Travel Hubs.<\/p>\n

The initial market engagement phase will allow interested suppliers to provide feedback on the proposed approach to delivery, <\/a>taking into account its potential scale, variety and complexity.<\/p>\n

The contract will run during a period of significant change and delivery for Greater Manchester, with the city-region driving investment and development in transport, housing and innovation to boost growth, create jobs and deliver benefits across all boroughs.<\/p>\n

Metrolink is key to the success of the Bee Network and delivering the Greater Manchester Strategy aims of creating a world-class integrated transport system befitting of a global city region, supporting sustainable economic growth and opportunity for all.<\/p>\n

We\u2019re looking for innovative, efficient and collaborative approaches that will support our ambitions for a world-class, integrated Bee Network. We encourage all interested parties to engage with us through this process.\u201d<\/p>\n

TfGM is particularly keen to understand suppliers\u2019 views on different delivery models, including delivery partner arrangements and the feasibility of bundling multiple workstreams under a single contract to drive efficiency and reduce disruption \u2013 as well as their thoughts on how best to tackle what is likely to be a large amount of activity for Metrolink and potentially other programmes. <\/p>\n

The Preliminary Market Engagement (PME) and Planned Procurement Notice (PPN) were published on 28 July 2025 via the Central Digital Platform and ProContract.<\/p>\n

Up to 10 suppliers will be selected for one-to-one workshops following initial questionnaire response, to explore feedback in more detail (full detail is provided within the market engagement documentation, which is freely available by following the links within the Central Digital Platform).<\/p>\n
