The course, developed with the support of the Office of Rail and Road (ORR), offers practical guidance on topics including:<\/p>\n<ul class=\"wp-block-list\">\n<li>your legal duties to ensure safety<\/li>\n<li>how to carry out effective risk assessments<\/li>\n<li>how to implement changes and improvements safely.<\/li>\n<\/ul>\n<p>The Office of Rail and Road (ORR) recently identified inconsistencies within the rail industry in how decisions regarding safety-related costs and benefits are made. The evidence showed that although most dutyholders assess &#8216;reasonable practicability&#8217; before implementing health and safety measures, there is a need for more consistent decision-making processes.<\/p>\n<p>RSSB\u2019s e-learning course has been designed to promote a consistent approach, embedding a deeper understanding of proactive safety practices throughout the rail industry, particularly at the senior leadership level. The course provides a robust framework for navigating complex operational challenges and strategic choices. By exploring real-world scenarios and best practice examples, it helps people identify potential weaknesses, challenge assumptions, and foster a culture where safety considerations are intrinsically linked to every strategic move.<\/p>\n<p>Ben Gilmartin, RSSB\u2019s Principal System Safety Engineer, said: \u201cDuty holders have a legal responsibility to ensure health and safety \u2018so far as is reasonably practicable\u2019. In practice, this means they must make sound decisions around safety-related costs and benefits.<\/p>\n<p>&#8220;Our new free e-learning course, &#8216;Taking Safe Decisions&#8217;, aims to assist the rail industry in adopting a more consistent approach to evaluating reasonable practicability in health and safety management.<\/p>\n<p>\u201cThe course represents a significant step forward in the ongoing pursuit of excellence in railway safety and operational resilience. By committing to this training, the rail industry can ensure a safer, more resilient railway for all.\u201d<\/p>\n<p>Richard Hines, HM Chief Inspector of Railways, said: \u201cWe really welcome this new e-learning tool to improve awareness and to also bring it to the attention of people on the front line, who are making health and safety-related decisions.<\/p>\n<p>\u201cThe Office of Rail and Road recently conducted work looking at the cost and benefits of health and safety interventions, and looked at how companies assess reasonable practicability.<\/p>\n<p>\u201cMany businesses rely on following good practice in making their decisions, but they also use more technical processes sometimes, involving cost benefit analysis and other tools, where the health and safety challenge may be novel or unique or particularly challenging.
