The Chartered Institute of Logistics and Transport UK (CILT UK) says small-scale infrastructure upgrades could unlock significant gains in productivity, trade and emissions reduction.<\/strong><br \/>\n<span id=\"more-78621\"><\/span><\/p>\n<p>CILT UK argues that modest, well-chosen rail and road projects would help achieve the UK Government\u2019s growth and net-zero ambitions, without breaking the bank or disrupting the forthcoming Comprehensive Spending Review. With the logistics sector relying on publicly funded infrastructure, the institute has warned against overlooking freight in the government\u2019s long-term funding decisions.<\/p>\n<h2>Spending Review sets the tone for long-term investment<\/h2>\n<p>The UK\u2019s Comprehensive Spending Review, due to be announced by Chancellor Rachel Reeves on Wednesday (11 June) will set departmental budgets for the next four years. For transport, this includes determining which rail and road infrastructure projects will proceed and at what scale. The Review is a key mechanism through which the UK Government aligns spending with its strategic commitments, including carbon neutrality by 2050 and a 75% increase in rail freight by the same date. It could be policy for a generation, and industry at large is eager for the right decisions to be made this week.<\/p>\n<p>The logistics sector has high stakes in the outcome. While freight and logistics in the UK are almost entirely privately operated, they are heavily dependent on public investment in road, rail and port networks. Industry stakeholders argue that without targeted funding, the sector cannot deliver on the government&#8217;s ambitious growth or climate goals.<\/p>\n<h2>Smaller projects, bigger impact<\/h2>\n<p>CILT UK is calling on the government to shift its focus toward <a href=\"https:\/\/ciltuk.org.uk\/News\/Latest-News\/ArtMID\/6887\/ArticleID\/38063\/Chancellor-urged-to-prioritise-freight-and-logistics-during-Comprehensive-Spending-Review-to-hit-government-targets\"  rel=\"noopener\">smaller, high-impact infrastructure projects<\/a>. These, it argues, can deliver faster results, greater cost-efficiency, and improved connectivity for the UK\u2019s freight corridors. Key among these are rail links connecting major ports and quarries to regional and national markets.<\/p>\n<figure class=\"wp-caption alignnone\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-full wp-image-78628\" src=\"https:\/\/www.worldcargonews.com\/wp-content\/uploads\/2025\/06\/ely-north-junction-Network-Rail.jpg\" alt=\"\" width=\"960\" height=\"640\" srcset=\"https:\/\/www.worldcargonews.com\/wp-content\/uploads\/2025\/06\/ely-north-junction-Network-Rail.jpg 960w, https:\/\/www.worldcargonews.com\/wp-content\/uploads\/2025\/06\/ely-north-junction-Network-Rail-336x224.jpg 336w, https:\/\/www.worldcargonews.com\/wp-content\/uploads\/2025\/06\/ely-north-junction-Network-Rail-480x320.jpg 480w, https:\/\/www.worldcargonews.com\/wp-content\/uploads\/2025\/06\/ely-north-junction-Network-Rail-208x139.jpg 208w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><figcaption class=\"wp-caption-text\">Ely North Junction has long been on the agenda as a relatively low-cost, high-return project, which would benefit the UK economy at large, particularly for freeing up traffic from Felixstowe (Network Rail image).<\/figcaption><\/figure>\n<p>\u201cFreight and logistics are crucial to the country, acting as the backbone of international supply chains and sustaining economic activity,\u201d said the institute in a statement. \u201cEfficient supply chains are essential to support businesses and jobs and to ensure consumer needs are met.\u201d The group notes that these small-scale investments can yield \u201cimproved productivity, international trade connections, and a more robust construction industry\u201d.<\/p>\n<h2>Plugging the London Gateway electrification gap<\/h2>\n<p>Julian Worth, Chair of CILT\u2019s Rail Freight Forum, pointed to gaps in the UK\u2019s rail electrification network as a prime opportunity for targeted investment. \u201cWe all know the Chancellor is facing some tough decisions,\u201d he said. \u201cIf we are to achieve our economic growth, housing and net zero targets, we must invest in our freight and logistics infrastructure. To make best use of the limited funds available, funding should be prioritised on projects that deliver maximum returns with the highest benefit-to-cost ratios.\u201d<\/p>\n<p>Worth highlighted one standout example. \u201cElectrifying just three miles of railway from London Gateway \u2013 <a href=\"https:\/\/www.worldcargonews.com\/business\/2025\/05\/maritime-transport-adds-rail-services-from-london-gateway\/\"  rel=\"noopener\">the UK\u2018s fastest growing container port<\/a> \u2013 at a cost of less than \u00a310m, would allow trains to be hauled by electric locomotives all the way to Manchester, Liverpool, Cardiff and Glasgow.\u201d Such targeted upgrades could transform the productivity of freight routes and reduce reliance on diesel haulage.<\/p>\n<h2>Fast delivery, not mega projects<\/h2>\n<p>CILT UK also stressed the importance of choosing deliverable projects over politically ambitious ones. Long timelines and ballooning costs have characterised many recent UK infrastructure programmes, with benefits delayed or diminished by overcomplexity and underfunding. No one would argue if Worth had the <a href=\"https:\/\/www.railtech.com\/in-depth\/2025\/03\/21\/hs2-facing-wrong-kind-of-politics-on-the-line\/\"  rel=\"noopener\">HS2 high-speed rail project in mind<\/a>, or the scandal of Scotland\u2019s over-priced and late-delivered ferries.<\/p>\n<p>\u201cRecent investment in infrastructure has seen very extended delivery times,\u201d noted Sue Terpilowski, Chair of CILT\u2019s Public Policy Committee. \u201cWe believe the emphasis going forward \u2013 and certainly for the course of this Parliament \u2013 should be on small schemes which can be delivered within three years from authorisation to delivery, rather than the \u2018mega\u2019 projects of recent decades.\u201d<\/p>\n<h2>High return on modest spend<\/h2>\n<p>The case for these smaller schemes is also environmental. Electrically hauled trains offer near-zero carbon emissions when powered by renewable or nuclear electricity. With faster acceleration and greater efficiency, electric trains also increase network capacity and reduce operational costs. \u201cOne train with one driver moves 50\u201375 HGV loads [heavy goods vehicles &#8211; semis],\u201d noted CILT UK\u2019s statement. \u201cThis greatly increases workforce productivity.\u201d<\/p>\n<p>Governments around the world are seeking to balance climate action with fiscal restraint. The UK Government has already set stringent targets, which have come under financial pressure lately. CILT UK says smart, strategic investment in freight infrastructure offers one of the best returns on public spending.
