{"id":21996,"date":"2024-03-23T15:53:28","date_gmt":"2024-03-23T05:53:28","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=21996"},"modified":"2024-03-23T15:57:12","modified_gmt":"2024-03-23T05:57:12","slug":"extended-delays-send-4bn-regional-rail-project-off-the-rails","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=21996","title":{"rendered":"Extended delays send $4bn regional rail project off the rails"},"content":{"rendered":"\n<p>A $4bn Regional Rail Revival project has veered off track, with three country line upgrades running months late and facing huge cost blowouts.<\/p>\n\n\n\n<p>Country passengers were told that a Gippsland line upgrade, the second stage of a Warrnambool line upgrade, and the third stage of a Shepparton line upgrade all would be finished last year.&nbsp;<\/p>\n\n\n\n<p>But problems with installing new signalling \u2014 the traffic light system used by trains to safely run on the network \u2014 as well as construction sector chaos have torpedoed timelines and will blow budgets.<\/p>\n\n\n\n<p>The RRR project, first&nbsp;<a href=\"https:\/\/www.heraldsun.com.au\/news\/victoria\/victoria-regional-rail-to-get-16b-injection\/news-story\/4d1f74b85c19c8ca3c4222a7daac6556\">announced in 2017 by then premier Daniel Andrews&nbsp;<\/a>who said \u201cregional Victorians deserve public transport they can count on\u201d, includes state and federal funding and has been gradually expanded to include upgrades of every country line.&nbsp;<\/p>\n\n\n\n<p>Track duplications to allow for more services, level crossing upgrades to detect modern trains, and new or enhanced stations were part of the plan.&nbsp;<\/p>\n\n\n\n<p>Transport sources told the Saturday Herald Sun that signalling problems were causing problems across the network, with a shortage of specialist engineers exacerbating delays.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-6.jpeg\" alt=\"An insider says passengers will wait 12 to 18 months for benefits promised on the Gippsland, Shepparton and Warrnambool lines.\" class=\"wp-image-22000\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-6.jpeg 1024w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-6-300x225.jpeg 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-6-768x576.jpeg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>An insider says passengers will wait 12 to 18 months for benefits promised on the Gippsland, Shepparton and Warrnambool lines.<\/p>\n\n\n\n<p>Difficulties recruiting specialists from interstate and overseas during Covid-19 border closures, and due to a logjam of major projects across the country, are still flowing through, with upgrades still in the signalling design phase.&nbsp;<\/p>\n\n\n\n<p>One rail insider said passengers would be waiting 12 to 18 months for benefits promised on the Gippsland, Shepparton and Warrnambool lines, and hefty cost blowouts were inevitable.<\/p>\n\n\n\n<p>Another said the RRR \u201cdoesn\u2019t seem to be a priority\u201d for the government, which has tens of billions of dollars of projects on the go in metropolitan Melbourne.&nbsp;<\/p>\n\n\n\n<p>The government is refusing to reveal any revised timelines, with a spokesperson for Rail Projects Victoria saying they would be set \u201cin due course\u201d.&nbsp;<\/p>\n\n\n\n<p>Opposition transport infrastructure spokesman David Southwick said country Victorians were paying the price for Labor\u2019s inability to manage projects and money, while Premier Jacinta Allan continued to promote a planned multi-billion dollar rail tunnel under Melbourne called the Suburban Rail Loop.&nbsp;<\/p>\n\n\n\n<p>Opposition public transport spokesman Matthew Guy also took a swipe at the SRL saying \u201cLabor\u2019s focus should be on delivering projects it promised, rather than starting a new one that no one asked for\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-5.jpeg\" alt=\"Opposition transport infrastructure spokesman David Southwick said country Victorians were paying the price for Labor\u2019s inability to manage projects and money. Picture: David Crosling<\/p>\n\n\n\n<p>While three of the line upgrades are off the rails, a spokesperson for Rail Projects Victoria said there have been 200 extra weekly services since the RRR began, 18 new or upgraded stations, and VLocity trains added to Bairnsdale, Albury and Shepparton lines.&nbsp;<\/p>\n\n\n\n<p>\u201cWe\u2019re working as fast as we can to deliver these important projects so that communities in Gippsland, Shepparton and Geelong region can access more frequent services and deliver modern VLocity trains on the Warrnambool Line for the first time,\u201d they said.<\/p>\n\n\n\n<p>They said major construction is \u201cprogressing well\u201d on the South Geelong to Waurn Ponds duplication, and is expected to wrap up later this year.<\/p>\n\n\n\n<p>The RPV says delayed Gippsland, Shepparton and Warrnambool upgrades were hit by \u201cchallenges facing the building and construction sector nationally and the complexities of rail signalling\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/03\/image-3.jpeg\" alt=\"Problems installing new signalling as well as construction sector chaos have torpedoed timelines and will blow budgets.
