{"id":198282,"date":"2025-04-10T11:18:02","date_gmt":"2025-04-10T01:18:02","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=198282"},"modified":"2025-04-10T11:18:02","modified_gmt":"2025-04-10T01:18:02","slug":"leaked-figures-question-key-promise-for-15b-melbourne-metro-tunnel","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=198282","title":{"rendered":"Leaked figures question key promise for $15b Melbourne Metro Tunnel"},"content":{"rendered":"\n<p>Fewer trains are expected to run through a $15 billion tunnel in peak periods than promised, as a day-one timetable is firmed up.<\/p>\n\n\n\n<p>Melbourne&#8217;s Metro Tunnel has been sold as a &#8220;turn-up-and-go network&#8221; since its inception, with former Victorian premier Daniel Andrews&nbsp;<a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=1077806672283868&amp;id=134712696593275&amp;_rdr\" rel=\"noreferrer noopener\" target=\"_blank\">declaring&nbsp;<\/a>trains would run every two minutes.<\/p>\n\n\n\n<p>But leaked figures, published by the Herald Sun, suggest there is likely to be 33 fewer trains running each peak hour than modelled in the\u00a0<a href=\"https:\/\/bigbuild.vic.gov.au\/__data\/assets\/pdf_file\/0006\/40677\/MT-Business-Case-Feb-2016.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2016 business case<\/a> due to unfulfilled upgrades.<\/p>\n\n\n\n<p>The state opposition seized on the numbers, declaring Labor&#8217;s signature project has turned into a &#8220;monumental stuff-up&#8221; following cost blowouts and a CFMEU-linked &#8220;ghost shifts&#8221; scandal.<\/p>\n\n\n\n<p>The Craigieburn line was meant to have 16 extra services, that&#8217;s cut back to 10,&#8221; opposition major projects spokesman Evan Mulholland told reporters on Wednesday.<\/p>\n\n\n\n<p>&#8220;Here on the Upfield line at Gowrie we were meant to have additional services, now it remains the same with just four peak hour services.&#8221;<\/p>\n\n\n\n<p>The mega project will connect the busy Sunbury, Cranbourne and Pakenham lines through twin nine kilometre tunnels under the city.<\/p>\n\n\n\n<p>Transport Infrastructure Minister Gabrielle Williams was sticking to the line that it would provide turn-up-and-go services and free up 45 per cent capacity within the City Loop.<\/p>\n\n\n\n<p>The timetable was &#8220;under construction as we speak&#8221;, she said.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"540\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-5.jpeg\" alt=\"\" class=\"wp-image-198283\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-5.jpeg 960w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-5-300x169.jpeg 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-5-768x432.jpeg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption class=\"wp-element-caption\">Gabrielle Williams isn&#8217;t saying when commuters will be able to ride the underground service. (Joel Carrett\/AAP PHOTOS)<\/figcaption><\/figure>\n<\/div>\n\n\n<p>&#8220;From the Metro Tunnel, the commitment we are able to make to Victorians is that service delivery will only grow.&#8221;<\/p>\n\n\n\n<p>The tunnel&#8217;s cost-to-benefit ratio was originally calculated to be 1.1, meaning $1.10 in economic benefits for every dollar spent.<\/p>\n\n\n\n<p>But that figure was based on its original budget of $10.9 billion, which has blown out to $13.48 billion for taxpayers and beyond $15 billion in total.<\/p>\n\n\n\n<p>Ms Williams defended the analysis, suggesting the tunnel paved the way for other network enhancements such as train turnback facilities, track duplications and signalling upgrades.<\/p>\n\n\n\n<p>&#8220;You don&#8217;t build the second storey of a house before you build the first storey,&#8221; she said.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"540\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-6.jpeg\" alt=\"\" class=\"wp-image-198284\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-6.jpeg 960w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-6-300x169.jpeg 300w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2025\/04\/image-6-768x432.jpeg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><figcaption class=\"wp-element-caption\">The Metro Tunnel will create a new rail line from Sunbury in the west to Cranbourne\/Pakenham.
