Among the interviewees were Berte Simons, COO of the Rotterdam port, as well as Marieke Schoningh, Simons\u2019 counterpart at infrastructure manager ProRail. Amid global turmoil, the key question for them to answer revolved around dealing with uncertainty.<\/strong><br \/>\n<span id=\"more-61332\"><\/span>Simons, who has been in her function for less than a hundred days, was quick to note the importance of rail for the Port of Rotterdam. \u201cI have heard the word \u2018rail\u2019 every day since I started working as COO\u201d, she said. With uncertainties abound, it is important to secure the country\u2019s future earning capacity, according to Simons.<\/p>\n<p>\u201cThat means that goods need to be able to reach the hinterland, but we also need to become climate neutral and resilient\u201d, she noted. Resilience means that Dutch rail needs to be able to recover quickly if something bad were to happen. That idea has quickly become a priority in the context of <a href=\"https:\/\/www.railfreight.com\/railfreight\/2025\/03\/10\/dutch-prorail-prepares-for-war\/\"  rel=\"noopener\">military mobility<\/a>, which is now a hot topic.<\/p>\n<p>But, Simons said, \u201cwhat is good for defense, infrastructure and energy security, is also good for rail freight and commercial activities\u201d. A robust and reliable rail network is vital. From the political side of things, the most important contribution to providing a sense of security is long-term budgeting, argued Simons.<\/p>\n<aside class=\"readmore\">\n<div class=\"readmore-item\"><a href=\"https:\/\/www.railfreight.com\/railfreight\/2025\/03\/26\/former-commander-us-army-europe-rail-is-key-for-deterrence\/\"><img decoding=\"async\" src=\"https:\/\/www.railfreight.com\/wp-content\/uploads\/2025\/03\/ANP-470533411-128x128.jpg\" alt=\"\" class=\"readmore-thumbnail\" \/><\/a><\/p>\n<div class=\"readmore-info\"><a href=\"https:\/\/www.railfreight.com\/railfreight\/2025\/03\/26\/former-commander-us-army-europe-rail-is-key-for-deterrence\/\" class=\"readmore-title\">Former commander US Army Europe: \u2018Rail is key for deterrence\u2019<\/a><\/div>\n<\/div>\n<\/aside>\n<h2>Uncertainties are opportunities<\/h2>\n<p>ProRail\u2019s COO Marieke Schoningh sees Dutch rail losing market share to other countries, the road and through other ports. \u201cThat is a shame. We shouldn\u2019t want that.\u201d However, on the bright side, she claimed to see only opportunities. Schoningh concurred with Simons\u2019 view on defense and rail: \u201cOur ministries should also see it as an opportunity. What is good for defense is good for rail freight\u201d, she said. Within that framework, the Netherlands will have to invest in rail and make a large number of stations and lines compatible with 740-metre trains.<\/p>\n<p>Nevertheless, there is also a sense of pessimism. \u201cI am concerned about the shrinking freight volumes, especially in bulk and coal\u201d, Schoningh said. \u201cThe level playing field with the road remains a point of attention, we do not have that yet.\u201d<\/p>\n<p>Another aspect is the quality of ProRail\u2019s service. \u201cWe need reliable infrastructure. ProRail does not have that yet to a sufficient degree, but we are working hard on it.\u201d Schoningh pointed out that there is a downward trend in terms of disruptions, but maintenance and modernisations are still necessary.
