Some of this is deliberate, but in other cases it\u2019s unintentional.<\/p>\n<p>But how train operators approach revenue protection differs, and so the Office of Rail and Road (ORR), the rail regulator, is carrying out an independent review and will consider the impact of these different approaches, including how people are penalised or prosecuted.<\/p>\n<p>ORR wants passengers who have either \u2018had a ticket\u2019 or no ticket to fill in a short survey of their experiences.
