The report says that there has been a long-term reduction in the number of people killed or seriously injured (KSI) compared to the 2005 to 2009 average baseline.<\/p>\n<p>However, ORR projections show that more work is needed for the company to get back on course to achieve its safety target of a 50% reduction in the number of people killed or seriously injured across England\u2019s strategic road network by\u00a0December 2025. ORR is requiring National Highways to produce a plan by the end of March 2024 setting out additional interventions\u00a0the company will take to achieve the target.<\/p>\n<p>Importantly ORR\u2019s latest report also details improvements in performance of stopped vehicle detection on all lane running smart motorways, after ORR\u00a0raised concerns last year. The latest data now show that performance targets for the three metrics ORR reported on last year are being met, including the average time to detect a stopped vehicle on an all lane running smart motorway.<\/p>\n<p>Because National Highways changed the way it calculates stopped vehicle detection performance, ORR says that National Highways must set out a clearly documented methodology for measuring and better understanding stopped vehicle detection performance for its next round of testing in 2024.<\/p>\n<p>National Highways\u2019 action plan to improve the performance of key operational technology assets like CCTV, signs and signals on all lane running smart motorways, which was\u00a0also called for by ORR in its 2022 safety report, is now being implemented.\u00a0However there is still more work to do, and the company must continue to work towards its aim of 97% availability for key operational technology assets by the end of the road period (March 2025), which currently range between 91% and 97% availability.<\/p>\n<p><strong>Feras Alshaker, Director, Performance and Planning, said:<\/strong>\u00a0<\/p>\n<\/div><\/div>\n<\/div>\n<div class=\"pull-quote-container\">\n<div class=\"pull-quote-text\">\n<div class=\"clearfix text-formatted field field--name-field-text field--type-text-long field--label-hidden field__item\">\n<p>\u201cNational Highways has delivered safety improvements on the strategic road network over the long term, but we are now requiring a detailed plan from the company on what additional interventions are needed to\u00a0achieve its target to reduce the number of people killed or seriously injured on England\u2019s strategic roads, as time is running out.<\/p>\n<p>\u201cIn terms of stopped vehicle detection on all lane running smart motorways, performance has improved significantly since last year, and now National Highways needs to clearly set out how it plans to make better use of the data it collects to inform further performance improvements.<\/p>\n<p>\u201cORR will continue to hold National Highways to account on what it needs to deliver, to help ensure the strategic road network continues to further improve for its users.\u201d\u00a0<\/p>\n<\/div><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<div class=\"field__item\">\n<div class=\"paragraph
