{"id":174752,"date":"2025-02-11T19:58:07","date_gmt":"2025-02-11T09:58:07","guid":{"rendered":"https:\/\/www.railfreight.com\/?p=59718"},"modified":"2025-02-11T19:58:07","modified_gmt":"2025-02-11T09:58:07","slug":"divaca-koper-project-costs-rise-by-23-million-euros-completion-postponed","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=174752","title":{"rendered":"Diva\u010da-Koper: project costs rise by 23 million euros, completion postponed"},"content":{"rendered":"<p><strong>The project for the railway in Slovenia connecting Diva\u010da to the country&#8217;s largest port in Koper is facing a few challenges which will lead to higher costs and a delayed commissioning. \u201cAfter difficult negotiations, (&#8230;) the deadline for completing the work is (&#8230;) now 31 March 2026\u201d, 2TDK, the company owning the future line, said.<\/strong><br \/>\n<span id=\"more-59718\"><\/span>The first line was initially supposed to be ready in 2024. Initial delays brought the alleged completion of works to 2025. However, the deadline for the completion of section 1, between Diva\u010da and \u010crni Kal, has now been shifted again to the end of March 2026. The most recent hold up was \u201cdue to the later start of work in the Glin\u0161\u010dica Valley and due to bridging major karst phenomena\u201d, 2TDK pointed out.<\/p>\n<p>The increase in cost, on the other hand, regards section 2, between \u010crni Kal and Koper. The new contract for this stretch was upped to almost 251 million euros, roughly 23,3 million more than previously agreed upon. Slovenian law, in fact, allows contractors to request a price change of over 10 per cent. Contractors can request payment increases due to higher costs including, for example, labour and material. \u201c2TDK has no influence on the amount of these price increases\u201d, the company specified, as these prices are calculated by the competent authorities.<\/p>\n<figure class=\"wp-caption alignnone\"><img fetchpriority=\"high\" decoding=\"async\" class=\"fluid wp-image-9932 size-full\" src=\"https:\/\/www.railfreight.com\/wp-content\/uploads\/2018\/08\/map-slo.jpg\" alt=\"Diva\u010da-Koper railway. Image: \u00a9 Slovenian Government<\/figcaption><\/figure>\n<h2>Turkish contractor is not going anywhere<\/h2>\n<p>In addition, 2TDK has denied that one of the parties involved in the construction of the railway, the Turkish company Yapi Merkezi, is leaving the project. Rumours surfaced last week about Yapi Merkezi\u2019s financial troubles and them possibly notifying 2TDK on not being able to finish the project. \u201c2TDK rejects allegations that one of the partners is leaving the (&#8230;) project\u201d, the company concluded.<\/p>\n<h2>A two-track initiative<\/h2>\n<p>The delays and increased costs concern the first of the two tracks which will be built. This is because the project initially entailed only a single track, for which construction started in 2021. At the end of last year, however, the Slovenian government decided to make the Diva\u010da-Koper a double track railway.
