{"id":16654,"date":"2024-03-01T15:38:14","date_gmt":"2024-03-01T05:38:14","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=16654"},"modified":"2024-03-01T15:38:14","modified_gmt":"2024-03-01T05:38:14","slug":"tcas-incident-highlights-ongoing-issues-in-somalia-airspace-2","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=16654","title":{"rendered":"TCAS incident highlights ongoing issues in Somalia airspace"},"content":{"rendered":"<div class=\"elementor elementor-41785\">\n<div class=\"elementor-container elementor-column-gap-default\">\n<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-be102d9\">\n<div class=\"elementor-widget-wrap elementor-element-populated\">\n<div class=\"elementor-element elementor-element-c9ae40e elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>A series of incidents involving <a href=\"https:\/\/ops.group\/blog\/somalia-atc-conflict\/\">erroneous climb and descent instructions<\/a> from unofficial air traffic controllers in the Mogadishu FIR culminated last week in a TCAS event between an <a href=\"https:\/\/www.flightradar24.com\/data\/aircraft\/et-aty#341ea5e9\">Ethiopian Airlines A350<\/a> and a <a href=\"https:\/\/www.flightradar24.com\/data\/aircraft\/a7-bcn#341e8a58\">Qatar Airways 787<\/a>. The Qatar flight was instructed to climb from FL380 (38,000 feet) to FL400 while the Ethiopian flight was traveling at FL390 in the opposite direction. A <a href=\"https:\/\/www.flightradar24.com\/blog\/how-planes-avoid-running-into-things\/\">Traffic Collision Avoidance System (TCAS)<\/a> Traffic Advisory alerted both crews to the potential conflict and the Qatar 787 descended back to FL380. All times listed below are in UTC and are the times at which signals from each aircraft were received by Flightradar24 ADS-B receivers in the area.<\/p>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-a0d2da5 elementor-widget elementor-widget-image\">\n<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-7395523 elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>Qatar Airways flight 1383, operated by <a href=\"https:\/\/www.flightradar24.com\/data\/aircraft\/a7-bcn\">Boeing 787-8 A7-BCN<\/a> was traveling from <a href=\"https:\/\/www.flightradar24.com\/airport\/doh\">Doha (DOH)<\/a> to <a href=\"https:\/\/www.flightradar24.com\/airport\/ebb\">Entebbe (EBB)<\/a> along airway UB404 off the northern coast of Somalia over the Gulf of Aden. Ethiopian Airlines flight 602, operated by <a href=\"https:\/\/www.flightradar24.com\/data\/aircraft\/et-aty\">Airbus A350-951 ET-ATY<\/a> was traveling in the opposite direction on the same airway from <a href=\"https:\/\/www.flightradar24.com\/airport\/add\">Addis Ababa (ADD)<\/a> to <a href=\"https:\/\/www.flightradar24.com\/airport\/dxb\">Dubai (DXB)<\/a>. Both aircraft were adhering to <a href=\"https:\/\/www.flightradar24.com\/blog\/avtalk-episode-44-the-crash-of-lion-air-flight-610\/\">Strategic Lateral Offset Procedures or SLOP<\/a>, which permits an aircraft to fly the right of the assigned track or airway, increasing lateral separation with any oncoming traffic.<\/p>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-752cae2 elementor-widget__width-initial elementor-widget elementor-widget-image\">\n<div class=\"elementor-widget-container\">\n<p>\t\t\t\t\t\t\t\t\t\t\t<a href=\"https:\/\/www.flightradar24.com\/blog\/wp-content\/uploads\/2024\/02\/Qatar-Ethiopian-TCAS-QTR6U-MCPalt.jpeg\"><br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/a><br \/>\n\t\t\t\t\t\t\t\t\t\t\tReported barometric altitude and the selected altitude on the 787\u2019s mode control panel<\/p><\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-fac71fc elementor-widget elementor-widget-spacer\">\n<div class=\"elementor-widget-container\">\n<div class=\"elementor-spacer\">\n<div class=\"elementor-spacer-inner\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-cfba904 elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>Around waypoint ESTIK, the Qatar 787 was instructed via CPDLC to climb from FL380 (38,000 feet) to FL400 (40,000 feet) by Mogadishu Control. The flight passed ESTIK at approximately 09:30:32 UTC. At 09:30:56 UTC ADS-B data shows a change in the selected altitude on the 787\u2019s mode control panel from 38,000 to 40,000 feet.<\/p>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-fbad66c elementor-widget elementor-widget-image\">\n<div class=\"elementor-widget-container\">\n<p>\t\t\t\t\t\t\t\t\t\t\t<a href=\"https:\/\/www.flightradar24.com\/blog\/wp-content\/uploads\/2024\/02\/787-Mode-Control-Panel.jpg\"><br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/a><br \/>\n\t\t\t\t\t\t\t\t\t\t\tAn example of the mode control panel on a Boeing 787.<\/p><\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-3396439 elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>The 787 climbed to a maximum altitude of 38,500 feet at 09:31:57 when the Qatar crew stopped the climb and began descending back to 38,000 feet. The autopilot on the 787 disconnected 09:32:03 as the aircraft descended through 38,450 feet. At 09:32:20 the autopilot was re-engaged with a selected altitude of 38,000 feet.<\/p>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-c54f605 elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>Ethiopian Airlines issued a statement saying that Ethiopian flight 602 \u201cencountered a Traffic Advisory (TA)\u201d at 09:32, which is consistent with the ADS-B data received from both aircraft. Traffic Advisories are the less severe advisory issued to aircraft that require crews to be aware of potentially conflicting traffic. A Resolution Advisory requires immediate action as directed by the TCAS system. As the TCAS TA does not require the aircraft to change their path, the Ethiopian Airlines A350 continued flying at 39,000 feet.<\/p>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-ed4ed45 elementor-widget elementor-widget-heading\">\n<div class=\"elementor-widget-container\">\n<h2 class=\"elementor-heading-title elementor-size-default\">Post-incident follow up<\/h2>\n<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-ebab89b elementor-widget elementor-widget-image\">\n<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n<\/div>\n<div class=\"elementor-element elementor-element-7cc9967 elementor-widget elementor-widget-text-editor\">\n<div class=\"elementor-widget-container\">\n<p>After passing each other, both aircraft continued to their destinations safely. A short time after the aircraft passed, Qatar 1383 was re-cleared to FL400 (shown in the selected altitude chart above).<\/p>\n<p>For its part, Ethiopian Airlines confirms it reported the incident to Somali and Ethiopian authorities. FLIGHTS WITHIN THIS AREA SHOULD NOT EXPECT LEVEL CHANGE UNLESS IN CONTACT WITH MOGADISHU ACC VIA CPDLC (HCSM) OR THE FOLLOWING SATCOM NUMBERS\u00a0<\/strong><\/p>\n<p>Unfortunately in this instance, the clearance was given by datalink from controllers in Mogadishu.
