This is a slower rate of reduction than in previous years.<\/p>\n<p><strong>Income for the operational rail industry, UK, annual data, April 2017 to March 2024<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.orr.gov.uk\/sites\/default\/files\/inline-images\/image_0.png\" data-entity-uuid=\"c3e96ad4-ea66-49a6-a80f-53c08742bb02\" data-entity-type=\"file\" alt=\"A stacked vertical bar chart showing the total income and its constituents between April 2017 and March 2024 (adjusted for inflation). The current year represents the highest total income across the timeseries.\" width=\"1044\" height=\"506\"><\/p>\n<p>ORR\u2019s official statistics also include details on the finances of train operating companies. In the latest year, 11 out of 20 franchised train operators were expected to pay dividends totalling \u00a3165 million, an increase of \u00a385 million on the previous year. Publicly owned operators accounted for 13% of this total.<\/p>\n<p>ORR\u2019s Rail Industry Finance (April 2023 to March 2024) statistics shows a breakdown of income, expenditure and government funding for the UK rail industry. The key findings include:<\/p>\n<ul type=\"disc\">\n<li><strong>Passenger journeys are up:&nbsp;<\/strong>1.6 billion passenger journeys were made in Great Britain,16% more than the previous year, with rail usage continuing to recover from the impact of the pandemic.&nbsp;This is 7% less than the 1.7 billion journeys made between April 2019 and March 2020 (pre-pandemic).<\/li>\n<li><strong>Fares income is up:&nbsp;<\/strong>Fares income in the latest year was \u00a310.4 billion, up 14% (\u00a31.2 billion, adjusted for inflation) due to the increase in passenger journeys. However, fares income remained 18% below pre-pandemic levels.<\/li>\n<li><strong>Industry income is up:&nbsp;<\/strong>The industry as a whole received \u00a325.4 billion of operational income in the latest year, an increase of 6% (\u00a31.4 billion, adjusted for inflation).<\/li>\n<li><strong>Government funding is stable:&nbsp;<\/strong>The UK and devolved governments contributed a total of \u00a312.5 billion to the day-to-day operations of the railway in the latest year, a reduction of 1% (\u00a30.1 billion) from the previous year. Government funding is now at just under half (49%) of operational income.<\/li>\n<li><strong>Expenditure is down:&nbsp;<\/strong>Operational industry expenditure decreased by 7% to \u00a325.1 billion. Excluding financing costs, expenditure was largely unchanged at \u00a322.5 billion.<\/li>\n<li><strong>HS2 represents the majority of current railway investment:&nbsp;<\/strong>Investment in new and enhanced rail infrastructure and rolling stock remained largely unchanged at \u00a310.2 billion, an increase of 1% (\u00a30.06 billion). Most of this investment came from investment in High Speed 2 (HS2) at \u00a37.3 billion in the latest year.<\/li>\n<li><strong>ROSCOs:&nbsp;<\/strong>The total net profit margins of rolling stock companies (ROSCOs) decreased 12 percentage points to 22%. ROSCOs paid \u00a3331 million in dividends to shareholders, a reduction of 39% (\u00a3211 million) compared with the previous year.&nbsp;<\/li>\n<\/ul>\n<p><strong>Will Godfrey, Director of Economics, Finance and Markets said:<\/strong><\/p>\n<\/div><\/div>\n<\/div>\n<div class=\"field__item\">\n<div class=\"styling-options--alignment--right pull-quote-size--big paragraph paragraph--type--pull-quote paragraph--view-mode--default\">\n<div class=\"pull-quote-container\">\n<div class=\"pull-quote-text\">\n<div class=\"clearfix text-formatted field field--name-field-text field--type-text-long field--label-hidden field__item\">\n<p>Our official statistics are an important barometer of the financial health of Britain\u2019s railways. Including financing costs, operational expenditure was \u00a325.1 billion, a 7% (\u00a31.8 billion) annual decrease. The decrease was mostly due to a reduction in Network Rail\u2019s finance costs (41%). These were \u00a32.6 billion in the latest year.<\/li>\n<li>Total public funding for rail operations as well as infrastructure enhancements was \u00a322.3billion. This consisted of \u00a312.5 billion for day-to-day operation of the railway, \u00a37.3 billion towards the continued development of HS2, \u00a32.3 billion for Network Rail enhancements initiatives, \u00a30.1 billion for East West Rail and \u00a30.2 billion of other government funding.<\/li>\n<li>To account for inflation, historic data has been adjusted to April 2023 to March 2024 prices using the average quarter on quarter Consumer Price Index (CPI) for the year.<\/li>\n<li>Consistent with financial reporting standards, there are timing differences between the recognition of industry income and expenditure in this statistical release. This particularly affects financing costs relating to historic inflation-linked debt. This results in a mismatch between total income and expenditure.
