{"id":113644,"date":"2024-08-24T09:33:19","date_gmt":"2024-08-23T23:33:19","guid":{"rendered":"https:\/\/www.vibewire.com.au\/?p=113644"},"modified":"2024-08-24T09:33:23","modified_gmt":"2024-08-23T23:33:23","slug":"metro-tunnel-struggles-only-highlight-rail-loops-costly-risks","status":"publish","type":"post","link":"https:\/\/www.vibewire.com.au\/?p=113644","title":{"rendered":"Metro Tunnel struggles only highlight rail loop\u2019s costly risks"},"content":{"rendered":"\n<p>As thousands of Sydneysiders<a href=\"https:\/\/www.smh.com.au\/national\/nsw\/on-board-the-4-54-metro-train-under-sydney-harbour-and-into-the-history-books-20240815-p5k2rg.html\">&nbsp;took their first trip on the new extended metro rail line<\/a>&nbsp;under the harbour this week, Victorians were forced to reckon with a string of revelations about possible delays, increased project costs and compensation claims on Melbourne\u2019s $14 billion Metro Tunnel.<\/p>\n\n\n\n<p>Stories published in&nbsp;<em>The Age<\/em>&nbsp;this week exposed ongoing problems&nbsp;<a href=\"https:\/\/www.theage.com.au\/link\/follow-20170101-p5k3w1\">relating to electromagnetic interference<\/a>&nbsp;on sites at Parkville\u2019s Peter MacCallum Cancer Centre that may drive up costs and&nbsp;<a href=\"https:\/\/www.theage.com.au\/link\/follow-20170101-p5k49f\">possibly lead to slower train trips<\/a>.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"619\" height=\"349\" src=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/08\/image-58.jpeg\" alt=\"\" class=\"wp-image-113648\" srcset=\"https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/08\/image-58.jpeg 619w, https:\/\/www.vibewire.com.au\/wp-content\/uploads\/2024\/08\/image-58-300x169.jpeg 300w\" sizes=\"auto, (max-width: 619px) 100vw, 619px\" \/><figcaption class=\"wp-element-caption\">The new Arden Station in North Melbourne.&nbsp;CREDIT:&nbsp;WAYNE TAYLOR<\/figcaption><\/figure>\n<\/div>\n\n\n<p>It is staggering that, as of Friday, the government admits the impact of trains on equipment is yet to pass acceptable levels.<\/p>\n\n\n\n<p>The risks to the hospital\u2019s MRI machines were forecast a decade ago. They were discussed in a 2015 inquiry and were the subject of assurances from then-health minister Jenny Mikakos in state parliament in 2019. Yet, somehow, with the project\u2019s opening looming, they remain unresolved.<\/p>\n\n\n\n<p>Building a nine-kilometre tunnel beneath the city centre, with stations close to heritage-listed buildings, churches and hospitals, was never going to be easy.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/grattan.edu.au\/wp-content\/uploads\/2020\/11\/The-Rise-of-Megaprojects-Grattan-Report.pdf\">Grattan Institute<\/a>&nbsp;and experts such as&nbsp;<a href=\"https:\/\/www.theage.com.au\/politics\/victoria\/delays-blowouts-and-stuff-ups-victoria-s-project-problem-is-bigger-than-allan-20240822-p5k4e9.html\">Bent Flyvbjerg<\/a>&nbsp;warn that mega-projects like the Metro Tunnel will almost always blow out by huge sums. Sydney\u2019s now-celebrated new rail line was no exception, running a year late and having&nbsp;<a href=\"https:\/\/www.smh.com.au\/national\/nsw\/new-metro-rail-line-under-sydney-harbour-risks-blowing-out-to-20-5-billion-20230412-p5czz7.html\">doubled in cost<\/a>&nbsp;to $21 billion. Industrial disputes come with the territory. The pandemic inevitably affected labour and supply, even if construction continued at the time. Global supply chain disruptions have also played a role.<\/p>\n\n\n\n<p>The issues revealed this week were firmly within the government\u2019s power to resolve, yet it failed to do so. It should be remembered, too, that it was the government\u2019s decision to locate the hospital on top of the already-mooted underground station.<\/p>\n\n\n\n<p>The impact on the travelling public is contested. The travel time between the two freshly built stations at Parkville and Arden was touted as two minutes for a long time, then the government\u2019s script talked of four to five minutes. That has sparked tiresome back and forth about load times and acceleration speeds.<\/p>\n\n\n\n<p>The fact is this is a brand-new rail line that should be able to operate at its peak. Failed planning is the hallmark corollary when politicians announce mega-projects in the shadow of or during electoral campaigns.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Polished renders of underground tunnels and new highways look good on billboards and flyers, but often the projects\u2019 benefits to the community don\u2019t match up to the exorbitant costs.<\/p>\n\n\n\n<p>This is not to imply that building ambitious projects is never worthwhile. The Metro Tunnel, which will link Kensington to South Yarra via a new nine-kilometre subway, brings enormous gains to the city\u2019s transport network.<\/p>\n\n\n\n<p>There is no denying that it is a long-awaited, large-scale investment in the city\u2019s public transport network that will change the way we all get into and around the city.<\/p>\n\n\n\n<p>New stations in Arden and North Melbourne will be a boon for these growing areas, while a new passageway under the CBD will take the pressure off the City Loop, which gets clogged during peak hour and severely constricts the number of trains that can run during our busiest hours.<\/p>\n\n\n\n<p>Overall, this is a project that Victorians can genuinely feel proud about building. It will create a low-cost and more environmentally friendly option for future generations, rather than fuelling a greater dependence on cars by building more roads.<\/p>\n\n\n\n<p>That said, building a worthy project does not absolve the government of its responsibilities to be transparent and careful when spending billions of taxpayer dollars.<\/p>\n\n\n\n<p>It is a scandal that Victorians \u2013 the investors of these projects \u2013 are kept in the dark about their progress, informed of problems only when journalists uncover this information, as&nbsp;<em>The Age<\/em>&nbsp;did this week.<\/p>\n\n\n\n<p>It is also a concern that the government carries out a benefit-cost ratio to evaluate the economic merits of a project only before the project is built \u2013 when the costs are a mere estimate. This means that by the time they commit to building, the project\u2019s economic case is always far rosier than the truth.<\/p>\n\n\n\n<p><strong>Since benefit-cost ratios were carried out on Victoria\u2019s mega-projects, the Metro Tunnel has blown out by $5 billion, the West Gate Tunnel by $4 billion and the North East Link by $10 billion.
