According to the <a href=\"https:\/\/www.voanews.com\/a\/chinese-drones-detected-off-vietnam-days-before-military-drills-with-philippines-\/7737967.html\" rel=\"noopener noreferrer\" >Voice of America<\/a> (VOA), this is believed to be in response to growing cooperation between the two Southeast Asian countries and a recent joint Coast Guard training exercise.
